Maui TV News - Political Expression for Campaign 2010

Maui County - and all of Hawai'i - will make important mid-term election choices this year. There are unprecedented numbers of people seeking public office as the moniker of "change" seems even more emphasized than it was during campaigns in 2008. Maui County voters - again - turned out in near-record-low numbers with only 32.9 percent of registered voters going to the polls. The deadline to register to vote in the November 2 general election is Friday, October 1.

This year Maui TV News is offering something revolutionary: your opportunity to answer the same questions that we are posing to candidates. Following are five questions we feel are vital to identifying the purpose and intention of each candidate. Part of that is determining what you, the voters, feel on the same issues:

James R. "Duke" Aiona

James R. "Duke" Aiona (R), Candidate for Governor. Current Residence: Kapolei, HI

1. What is the most important issue facing Maui County? A healthy economy is the foundation upon which public services, including
education, are possible. Without addressing Hawaii’s economy, we will continue to be faced with rationing funds between many competing, good programs.

2. What would you do about it? In order to create jobs we must improve the business climate and diversify our economy. That’s why I will work to keep down the financial burden on our working families and small businesses, preserve open markets, increase competition and cut red tape. Recently I met with more than 120 small business owners over 100 days. As I listened to these entrepreneurs, it became clear that we must ensure a friendly business climate in Hawai`i. Instead of making it harder for businesses to grow, we ought to make it easier. Government, by itself, can't create the jobs that fuel our economy over the long term, but as governor, I can make it easier for those who do.

3. Where do you stand on sustainability, renewable energy and cultural conservation? I am committed to making Hawai`i the greenest place in the world and doing it in a way that is affordable for all our citizens. As Governor, I will not only continue to lead and vigorously implement the Hawaii Clean Energy Initiative, I will enact policies and initiatives that by 2018 will cut Hawaii's dependence on foreign oil by
more than half. This will keep $2 billion to $3 billion per year in the local economy and help to
create at least five times the number of high-paying "green" jobs we have now.

4. What will Maui County “look like” in 10 years? I envision a Maui where we develop and keep local talent right here in these islands, and entrepreneurs, start-ups and innovation grow and flourish. But to get there, we must invest in our citizens — by improving education for our
children and providing job training for adults in emerging fields like clean energy. I also believe in ten years we will be one of the greenest places in the world; a leader in clean energy and protecting our natural resources. Our ‘aina – our land – is truly a special asset with significance not only to every visitor, but also to all of Hawai‘i’s people. It is our responsibility and obligation to those who came before us and those who will come after us to be good stewards of our environment.

5. Why should we vote for you? I'm running for Governor to ensure balance, integrity and accountability in state government while reducing the financial burden on our working families and small businesses, creating job opportunities and investing in the quality of our education system so all of Hawai`i's children have a brighter future. In Hawai‘i, one party overwhelmingly controls both houses of the State Legislature. Without an independent voice in the Governor’s office, one party will be given free reign of our government. A balancing voice to the State Legislature is often all that stands in the way of the worst bills from becoming law.

Kai Nishiki

Kai Nishiki (NS), Candidate for Maui County Council (Ha'iku, Makawao, Pa'ia)

1. What is the most important issue facing Maui County? The economy.

2. What would you do about it? I believe that each of the islands of Maui County could have many more economic opportunities and job growth over the next 15 years. Each island has its own path to follow. For Moloka’i, small business, low impact tourism, agriculture, fisheries management, health and information based industries and renewable energy all appear to have community support as future job generators.

On Lana’i, cultural, recreational and educational tourism, the arts, small business and home-based businesses all have room for growth and need support. Funding needs to be found to upgrade the island’s infrastructure and create construction industry jobs. Proposed renewable energy projects will need to have a strong, and ongoing community benefit component. Water availability, limits many economic opportunities in Lana’i, so investment in reforestation and alien species control will need to play a role in Lana’i’s economic future.

On Maui, the visitor industry will need to diversify to include more educational, health and wellness, sports and cultural activities, to broaden its appeal. We must also make a commitment to support our small towns and businesses county-wide. We can support them to compete, through streamlined regulations, adequate access to capital, opportunities to lower energy costs and innovative marketing strategies.

We must support diversified farming county-wide, to cost effectively produce and distribute healthy local food, fuel and building materials. We have opportunities to create jobs producing not just traditional plant and animal crops, but higher end, value-added agricultural products like plant-based items for the burgeoning health and beauty industry.

We must also prepare to expand our health and wellness industry to serve an aging local population and retirees who choose Maui for their golden years. We should offer incentives to establish more educational institutions and opportunities, as well as clean, green industries built around renewable energy production and management.

5. Why should we vote for you? I grew up being involved in local government and as a volunteer community leader, I am already working to improve conditions in my district and our county.

I am actively involved with community partnerships, boards and working groups so that I stay informed of what is truly important to the people of Maui Nui. I follow committee and council matters closely so that I stay current on issues that affect our communities. I try my best to spread the word to promote community involvement at the council level, where it is so important for your voices to be heard. Growing up and being closely tied to politics has taught me that there is so much more we can do to be a more self-sustaining community. I have the energy, dedication and the collaborative skills to get things done.

Wayne Nishiki

Wayne K. Nishiki (NS), Candidate for Maui County Council (Incumbent, South Maui Seat)

1. What is the most important issue facing Maui County? Maui County’s most important issue is the economy and putting our residents back to work. It’s heart-breaking to see residents out of work, small-businesses closing down, and families having to move to the mainland.

2. What would you do about it? To help our economy and put residents back to work we need responsible development. Jobs can come from developing affordable housing, water storage reservoirs, reclaimed water lines for irrigation, and alternative energy projects.

Government should also assist and work towards public/private ventures, such as (1) Immediately building our fire station on Molokai and the police station in Kihei; (2) Developing our South Maui Regional Park; and, (3) Working with state agencies to build a high school and gymnasium in South Maui.

Furthermore, injection wells must be discontinued. As our economy is largely tourism-based, the environment is our economy. Injection wells are polluting our near-shore waters with high nitrogen levels and pharmaceuticals, destroying our reefs, and killing off our marine life. Therefore, it’s vital that we protect our environment so that our visitor industry – which directly affects our residents’ health, welfare, and job security - can remain healthy.

Reusing R-1 water rather than injecting it down injection wells would also create a new water source necessary for developing affordable housing, Ag parks, a South Maui High School, and for our farmers.

3. Where do you stand on sustainability, renewable energy and cultural conservation? I believe in moving towards self-sustainability, which includes renewable energy, agriculture and farming, and cultural conservation. We must make decisions today to assure that Maui County will NOT look like another Waikiki in the future, but will be the special place we all enjoy.

4. What will Maui County “look like” in 10 years? It depends. If we continue to allow our marine life to be taken from our reefs and sold for profit; injection wells to seep pharmaceuticals and nitrogen into our nearshore waters and kill our reefs; and, allow sprawl rather than developing affordable homes, new water sources, and alternative energy – Maui County will look like another Waikiki instead of the place we now enjoy.

5. Why should we vote for you? The public is demanding that government do more with less and keep taxes as low as possible. I believe that I have the experience and ability to help our economy, put our residents back to work, while continuing to protect our environment.

During the past budget session, I introduced a proposal that added, not cut, positions. These positions will assist the County in collecting nearly $19 million from the backlog of real property tax appeals; nearly $15.7 million in delinquent taxes; about $425,000 from Ag-verification; and, about $250,000 from Home Exemption Enforcement. These add up to over $41 million in additional revenue that can provide new parks, police and fire stations, and services like “meals on wheels” for our residents - without raising taxes.

People may not agree on all of my positions, however I believe people vote for me because they respect that I thoroughly research issues before making decisions, speak straight, and I’m not afraid to ask hard questions.

Elle Cochran

Elle Cochran (NS), Candidate for Maui County Council - West Maui Seat

1. What is the most important issue facing Maui County? Economy/Jobs

2. What would you do about it? I would like to encourage home-based businesses,TVR's as long they do not negatively impacts surrounding area. Look to creating jobs that will move us forward to be a sustainable community. Jobs like diversified agriculture/aquaculture, renewable energy, Hi-tech, research & technology fields. Boost tourism with eco-friendly/host culture educating type activities. Build regional parks for local and international sporting events to encourage conventions.

3. Where do you stand on sustainability, renewable energy and cultural conservation? It is my passion to support all three of these topics. I literally live sustainably by using only renewable energies for power to my home. I have solar panels, a wind mill and live off rain catch. As the founder of the Save Honolua Coalition cultural and environmental conservation were the keys reasons for it's purpose.

4. What will Maui County “look like” in 10 years? I hope it will be full of open space, parks, healthy natural resources, lots of culturally protected areas, self- sustaining communities that help the environment versus depleting it.

5. Why should we vote for you? I am a West Maui born and raised person who is proudly endorsed by councilmember Jo Anne Johnson! Giving back to community and being of service to others is my way of life. I have been reaching out to Maui County for the past several years to learn what each community needs are. My personal relationships I've made around the county combind with councilmember Jo Anne Johnson's poltical knowledge and experience on the council will allow me to hit the ground running on the council.

RULES for Campaign 2020 Q&A Submissions


1. You must answer only the five questions listed above.

2. The total word count of your responses cannot exceed 500 words. If you exceed 500 words, we will edit your responses for length – ending at the total word count at or below 500 words – but ending at the completion of a sentence. Your total word count does not include the number of words in each question, so you need not include the question as part of your response. You can devote attention to each question equally, or focus on those that, in your opinion, demand more space than the others. Your choice. But the total cannot exceed 500 words.

3. No profanity or personal attacks on opponents will be permitted. You may, of course, compare your platform or position to that of any or all of the candidates for any office, but we will delete content deemed unfounded or approaching any breach of libel or slander laws.

4. Responses will be posted, verbatim (except as described above) and will include any misspellings submitted. Responses will be listed in chronological order.

5. Please be sure to include your name, including any nickname, and your current residence (city and county, only). This information will be listed at the top of your responses – and is not included in the 500-words total count.

6. Responses will be posted as quickly as possible. Please allow at least 48 hours for formatting, copy check and page development before the page is available. Feel free to include links from your candidacy website to the page.

7. Due to the high volume of candidates for office, we will only accept original responses to the five questions. At this time personnel capacity will not allow us to accept and review revised submissions (i.e., changing your response after seeing an opponent’s answer). If resources permit, we may accept and post revised responses following the Primary Election and in advance of the General Election. It is our intention to offer all candidates - that succeed through the primary and make it to the general ballot – an additional opportunity for issues and positions on key issues and may offer a second “five questions” for your response.

8. Voters/viewers/site visitors will also be afforded the opportunity to respond to the five questions – in a separate link from the Campaign 2010 page. Feel free to browse the page and entries before submitting your response. They will be subject to the same rules as candidates.

NOTE: This is a 66 percent reduction in the rate charged less than two years ago in the general elections. We know times are tighter than before - and we are willing to share this sacrifice with you.

Bonus Opportunity: For an additional one-time charge of $100, your web banner ad will link to a separate, dedicated playback page to allow viewers to see your television commercial on the Internet any time of the day or night. The page will be available as long as the commercial airs on Maui TV News. For a sample of Internet playback, click on the ad at the top of this page. Option Two: Television Only

Your 30-second commercial airs in Maui TV News on www.mauitvnews.com on the worldwide web and across the state of Hawai'i on Oceanic Digital Channel 110 on News on Demand. No banner ad appears on the web site. Cost: $75 per week, minimum four-week commitment.

Option Three: Internet Only

Your banner ad will appear on www.mauitvnews.com on the Home Page and the Breaking News Page - our two most-visited pages. The web ad will include up to 20 words of "pop-up" or "rollover" text and a direct link to your website.Cost: $35 per week, minimum one-week commitment.


For Candidates and Campaigns: Production Requirements, Creative Services

Television Commercial: If you already have a TV commercial recorded, produced and ready for air, there will be no charge to insert it into Maui TV News. We can only accept 30-second advertisements in the Mini-DV tape format, at 720x480 pixels in the NTSC Standard Definition of in any acceptable High Definition format (i.e.144x1080I [or less] avi, .h264, etc,). If you do not have a TV commercial, we offer a Campaign 2010 production package starting at just $300 (plus tax and any applicable fees). For that price, you will receive a 30-minute recording session in the Maui TV News studio at the Maui research and Technology center in Kihei, with your pre-approved script generated on our teleprompter. If you choose to have someone other than the candidate appear on-camera for your commercial, law requires the likeness (voice or video and voice) of the candidate to endorse the commercial announcement (i.e., "...I'm Candice Candidate and I approved this message.") and that message must be included in the commercial.

The $300 price includes up to two hours of post-production editing and the insertion of up to five graphic images - to be provided by the candidate or campaign in acceptable image quality. The optimum image size is 640x480 pixels at 72 dots per inch. Price also includes on-screen text (character-generated graphics, or "CG," to include the candidate's or campaign's name, slogan or statement of exhortation and any disclaimers required. Should your needs require it, custom production rates and capabilities are available upon request.

Web Banner Ad: If you already have a "web banner ad" for insertion on www.mauitvnews.com, there is no additional charge to insert it into the web site during the period of the advertising agreement. Web ads must be 150 pixels wide by 100 pixels high at 72dpi. Any image format is acceptable as long as it can be converted to the jpg format. For this campaign, we are unable to accept animated gif ads or Flash animations. If you do not have a web ad, we offer production services to create one for you. For $75, we will provide one hour of production time to construct the web ad using your art (usually a single photo of the candidate or simple representation of your campaign). A sample ad of the size and style described here appears at the top of this page. Candidate or campaign must provide copy for the 20-word rollover text (visible on Internet Explorer only).


Advertising Policy for Political Advertising on Maui TV News

Following is the Advertising Policy for political advertising on Maui TV News and on www.mauitvnews.com: Island News Technologies, LLC, accepts advertising for Political candidates and/or legally recognized issues, measures or topics included on ballots available to the voting public in the Maui County area.

We permit political advertisements regardless of the political views they represent. Stating disagreement with or campaigning against a candidate for public office, a political party, or public administration is generally permissible.

However, political ads must not include accusations or attacks relating to an individual's personal life, nor can they advocate against a protected group. Ad text advocating against any organization, person, or group of people is not permitted.

Advertisements and associated websites may not promote violence or advocate against a protected group. A protected group is distinguished by their:
• Race or ethnic origin
• Color
• National origin
• Religion
• Disability
• Sex
• Age
• Veteran status
• Sexual orientation/Gender identity

If you're soliciting political donations, your ad's landing page must clearly state that the donations are non-tax-deductible.
