INAUGURATION DAY INCLUDED THE AMERICAN NATIONAL ANTHEM AND THE ANTHEMS OF HAWAII. JUDGE SHACKLEY RAFETTO ADMINISTERED THE OATH OF OFFICE - THEN COUNTY CLERK ROY HIRAGA PRESENTED THE OFFICIAL CERTIFICATES OF COUNCILORSHIP TO EACH MEMBER - OLD AND NEW.

OBSERVERS SAY THIS COUNCIL WILL LIKELY NOT DIVERGE MUCH FROM THE PREVIOUS GROUP - GIVEM THAT THE NEW TWO NAMEPLATES IN THE HALLWAYS ARE FAMILIAR - EACH HAVING HUNG THERE BEFORE. BUT THERE WILL BE CHANGES. INSTEAD OF SIX COMMITTEES, THE MAUI COUNTY COUNCIL WILL CONSIST OF EIGHT PANELS - EACH CHAIRED BY A DIFFERENT MEMBER BESIDES THE COUNCIL CHAIR.

TODAY IS A HAPPY ONE - BUT ONLY TIME WILL TELL IF THE NEW CREW CAN DO THEIR PART TO HELP GUIDE THE SHIP OF STATE THROUGH THE TURBULENT SEAS AHEAD. (ON-CAM TAG) INCOMING COUNTY COUNCIL CHAIRMAN DANNY MATEO FROM MOLOKA'I SAYS HE EXPECTS THIS COUNCIL TO PERFORM - QUOTE - WITH A SENSE OF URGENCY - UNQOTE TO THE CHALLENGES FACING MAUI COUNTY, WITH PARTICULAR EMPHASIS ON THE ECONOMY AND ON GROWTH.

(EAST MAUI ROAD DAMAGE) (PiP - Road Damage)

J: THEY WERE IN THEIR FINEST FOR FRIDAY'S SWEARING IN AT THE COUNCIL CHAMBERS. MEANWHILE, IT HAD TO SEEM LIKE A WORLD AWAY AS OTHER COUNTY EMPLOYEES WERE IN JEANS AND WORK BOOTS, UP TO THEIR KNEES IN MUD IN EAST MAUI TRYING TO RECONNECT THE ONLY THROUGH ROAD THERE IS IN THOSE PARTS.

(FF-CG-VO) THESE DRAMATIC IMAGES OF THE ROAD NEAR MILE MARKER 38 ON THE PI'ILANI HIGHWAY, ON THE KAUPO SIDE OF HANA SHOW JUST HOW MUCH DAMAGE TOOK PLACE. WITH VERY FEW BREAKS, BETWEEN CHRISTMAS AND NEW YEARS, MORE THAN A FOOT OF RAIN FELL IN THE AREA AROUND O'HEO GULCH, KAUPO AND KIPAHULU.

FIRST IT WAS THE BRIDGE AT KALEPA THAT WAS AWASH WITH MUD AND DEBRIS THAT WAS CLOSED ON DECEMBER 27TH. WHEN THAT WAS CLEANED UP BY THE 29TH, THE RAINS CAME EVEN HARDER WASHING OUT CHUNKS OF ASPHALT IN SEVERAL SPOTS ALONG A NINE-MILE STRETCH OF THE HISTORIC AND SOMETIMES TREACHEROUS PI'ILANI HIGHWAY. IN SOME PLACES, IT BECAME DIFFICULT TO TELL EVEN WHERE THE ROAD WAS SUPPOSED TO BE.

(ON-CAM) WORK CONTINUES ON THE WINDY SPAN WHILE CREWS ENJOY A BREAK FROM THE RAIN. COUNTY OFFICIALS DON'T EXPECT THE ROAD TO OPEN UNTIL THIS WEEKEND AT THE EARLIEST. FORTUNATELY, NOBODY IS COMPLETELY CUT OFF BY THE CLOSURE. YOU CAN REACH AS FAR AS KAUPO WHEN TRAVELLING FROM, BUT YOU CAN'T GET BEYOND THERE. N: THE RAIN GAGE AT KAUPO GAP RECEIVED MORE THAN 33 INCHES OF RAIN IN DECEMBER - WITH MOST OF IT COMING BETWEEN CHRISTMAS AND NEW YEARS. IN FACT, THE ENTIRE COUNTY GOT MUCH-NEEDED RAINFALL.

NOW, FORECASTERS SAY, AFTER AN ABNORMALLY DRY SUMMER - THE ENTIRE STATE CAN EXPECT AN ABNORMALLY WET WINTER. NATIONAL WEATHER SERVICE FORECASTERS SAY SEASONAL RAIN MUCH CLOSER TO OUR ANNUAL AVERAGES CAN BE EXPECTED THROUGHOUT WINTER - AND MAY EVEN LAST INTO THE SPRING.

WHILE ROAD CREWS ARE WORKING WHILE THE SUN SHINES, THE COUNTY DEPARTMENT OF WATER SUPPLY LOVES THE OUTLOOK OF DARK SKIES.

(FF-CG-VO) AS OF MONDAY, ALL OF MAUI'S UPCOUNTRY RESERVOIRS WERE NEAR CAPACITY - A GOOD SIGN AS MAUI TRIES TO RECOVER FROM A CLASSIFICATION OF SEVERE DROUGHT. MEANWHILE, WATERS USERS ACROSS THE COUNTY USED MUCH LESS WATER DURING THE RAINSTORMS SINCE IRRIGATION WAS PROVIDED COMPLIMENTS OF MOTHER NATURE.

(ON-CAM) LOOKING AT THE BIG PICTURE, THOUGH, ONE GOOD KONA STORM IS NOT GOING TO SOLVE ALL OF OUR WATER PROBLEMS. TAKING THE DRENCHING INTO ACCOUNT ACROSS THE 12 LAST MONTHS, 70 PERCENT OF THE STATE IS STILL IN DROUGHT STATUS. AND, THE NATIONAL WEATHER SERVICE SAYS, ON MAUI COUNTY THAT NUMBER IS 81 PERCENT.

(FEMA DISASTER HELP) (PiP: Flood Damage)

J: THIS LATEST STORM PROVED MORE OF A NUISANCE FOR MAUI COUNTY THAN ANYTHING ELSE. NOT TO DIMINISH THE WORK AHEAD BY EAST MAUI PUBLIC WORKS EMPLOYEES TO REOPEN PI'ILANI HIGHWAY - BUT, THAT WAS PRETTY MUCH IT FOR DAMAGE IN MAUI COUNTY. ON KAUA'I AND O'AHU IT WAS A COMPLETELY DIFFERENT STORY AS HUNDREDS OF HOMES WERE SEVERELY DAMAGED - LEADING GOVERNOR LINDA LINGLE TO DECLARE A STATE OF EMERGENCY, AND SHE WAS ALSO SUCCESSFUL IS GETTING A FEDERAL DISASTER RULING AS WELL, MEANING HOME AND BUSINESS OWNERS CAN GET LOW-COST FINANCING TO REBUILD AND RESUME THEIR LIVES.

AND, MOST SAY IT'S ONLY A MATTER OF TIME BEFORE MAUI WILL GET IT'S NEXT TURN AT STORM DAMAGE - OR, HEAVEN FORBID - HURRICANE OR TSUNAMI DAMAGE. BUT HOPING TO AVOID ANOTHER REPEAT OF THE DISASTROUS RESPONSE TO THE DISASTER OF HURRICANE KATRINA, THE FEDERAL EMERGENCY MANAGEMENT AGENCY - FEMA - HAS DEVELOPED A WEBSITE THAT WILL GIVE YOU AS MUCH INFORMATION AS POSSIBLE ABOUT WHAT TO DO BEFORE AND AFTER A DISASTER STRIKES.

ON THE HOME PAGE YOU HAVE TWO QUICK OPTIONS - TO COMPLETE A QUESTIONNAIRE THAT WOULD HELP YOU PLAN FOR THE WORST BY BEING AS PREPARED AS POSSIBLE. (TAKE SWAP MEET PKG) UNDER THE WATCHFUL EYE OF A GODDESS, THERE WERE FAMILIAR TREASURES TO BE FOUND. TREASURES FROM NATURE...AND MAN-MADE TREASURES. THE SELECTION WAS FAMILIAR - THE PRODUCE JUST AS FRESH. EVERYTHING WAS THE SAME - EXCEPT THE PLACE. THE SHINY NEW LOCATION OF THE MAUI SWEEP ON THE MAKAI SIDE OF MAUI COMMUNITY COLLEGE OPENED FOR BUEINESS LAST SATURDAY.

MAUI EXPOSITIONS DID A GOOD JOB OF LETTING THE PUBLIC KNOW WHEN THE SWAP MEET WAS MOVING AND LAST SATURDAY, THE OLD SPOT ON PU'UNENE WAS ALMOST DESERTED.

MAUI COMMUNITY COLLEGE CHANCELLOR CLYDE SAKAMOTO WAS AMONG THE FIRST CUSTOMERS ON OPENING DAY - AND LIKES WHAT HE SEES

CS01: "I think it's fabulous for the college. It's fabulous for the community. It's wonderful for our students - especially as we get rolling in the semester we're going to give our students the opportunity to experiment with various enterpreneurial ideas."///

WW03:"I'm just thrilled with the location. Because of the lease arrangement we have with the college, it enabled us to put in the kind of improvements that were really necessary. Prior to this our lease was on a short-term basis we just couldn't put in the kind of improvements I think the people of Maui really deserved."

J: THERE'S A CHANGE COMING AT THE TOP AT MAUI'S BIGGEST LANDMARK - LITERALLY. HALEAKALA NATIONAL PARK SUPERINTENDENT MARILYN PARRIS IS RETIRING AT THE END OF JANUARY.

(VO) SUPERINTENDENT PARRIS BECAME A MEDIA FIGURE IN 2007 WHEN SHE PUT THE BRAKES ON DOWNHILL BICYCLE TOURS THAT ORIGINATED FROM THE SUMMIT OF THE VOLCANO. THE MOVE CAME AFTER A SECOND ACCIDENT WITHIN SIX MONTHS WHEN A BIKE RIDER DIED IN AN CRASH, THIS TIME LITERALLY IN FRONT OF PARK HEADQUARTERS.

BUT PARRIS' TENURE AT HALEAKALA WAS COMPRISED OF MUCH MORE THAN THAT. SHE OVERSAW THE ESTABLISHMENT OF A HISTORIC PARTNERSHIP LAST MAY THAT VOWED COOPERATION IN SAFEGUARDING THE PRECIOUS PLANTS AND ANIMALS THAT GROW ON THE SACRED VOLCANO AND NOWHERE ELSE ON EARTH.

N: WITH THE NEW YEAR, NEW LAWS TAKE EFFECT IN HAWAI'I. NINE NEW LAWS ARE DESIGNED TO COVER A RANGE OF NEEDS FROM PROTECTING KEIKI TO LIMITING PUBLIC DRUNKENNESS.

ACT 80 IS AIMED AT PROTECTING CHILDREN FROM INTERNET PREDATORS AND OTHER SEX OFFENDERS. AS OF THE FIRST OF JANUARY, THE ONLINE REGISTRY OF SEX OFFENDERS WILL BE MONITORED MUCH MORE CLOSELY FOR ACCURACY BY LAW ENFORCEMENT AGENCIES. THE NEW LAW MANDATES A 10 YEAR SENTENCE FOR AN INTERNET PREDATOR WHO TRIES TO ENTICE ANYONE UNDER THE AGE OF 18 INTO A SEXUAL ENCOUNTER.

ACT 157 MAKES FAILURE TO PAY CHILD SUPPORT OR MEDICAL SUPPORT A CONTEMPT OF COURT CIVIL OFFENSE, MAKING THE NON-PAYER SUBJECT TO JAIL TIME.

ACT 34 PROHIBITS THE PUBLIC CONSUMPTION OF ALCOHOL ON ANY PUBLIC SIDEWALK OR COMMON AREA WITHIN A PUBLIC HOUSING PROJECT. DRUNKENNESS AT PUBLIC HOUSING FACILITIES HAS BEEN A LONG-STANDING PROBLEM - PARTICULARLY ON O'AHU - AND THE NEW LAW GIVES POLICE MORE IMMEDIATE AUTHORITY TO RESPOND AND TAKE CORRECTIVE ACTION.

THE WARRIORS OF KAMEHAMEHA MAUI HAVE LONG HELD THE COMMAND OF "IMUA" IN GREAT REGARD. IT MEANS TO LEAD. GET IN FRONT. PROGRESS. WIN. AND AT SATURDAY'S FIRST OUTRIGGER CANOE REGATTA OF THE MAUI INTERSCHOLASTIC LEAGUE SEASON - THAT'S EXACTLY WHAT THEY DID - AT LEAST IN THE VARSITY DIVISION.

(vo) BEFORE WE GET TO THOSE RESULTS, WE WANTED TO SHOW YOU A FEW HIGHLIGHTS FROM THE EARLIER RACES. THE GIRLS' JUNIOR VARSITY QUARTER-MILE EVENT WAS A TIGHT ONE TO THE FINISH. THE BALDWIN LADY BEARS EDGED THE CREW FROM KING KEKAULIKE AND THE LADY WARRIORS WERE VERY CLOSE BEHIND.

BUT THE HIGHLIGHT OF THE J-V RACES WAS SOMETHING OF A LOW-LIGHT FOR ONE CREW. AFTER WHAT WAS RULED A CLEAN START, WATCH THE CREW IN GREEN IN THE BLUE CANOE. THAT'S LANA'I'S JUNIOR VARSITY BOYS CREW WHO LOOK LIKE THEY'RE REALLY MOVING. THEY ARE - BUT UNFORTUNATELY THEY MOVING RIGHT AT THE CANOE BELONGING TO KAMEHAMEHA MAUI. AFTER A COURSE CORRECTION, THEY WERE HEADING BACK - THIS TIME TOWARD SEABURY HALL.

A LITTLE LATER IN THE HEAT, WITH THRONGS OF WELL-WISHERS CHEERING THEM ON, EVERYONE IS BACK ON COURSE AND WE HAVE A RACE! IN THE END IT WAS SEABURY HALL COMPLETING THE QUARTER-MILE RACE IN FIRST PLACE. AND, EVEN THOUGH THEY PADDLED MORE LIKE A THIRD OF A MILE, LANA'I WAS SECOND. BUT, DESPITE THEIR POWERFUL EFFORT, LANA'I WAS DISQUALIFIED FOR INTERFERENCE. AS THEIR CREW PADDLES BACK TO SHORE, THEIR COACH EXPLAINED THAT IT WAS HIS STEERSMAN'S FIRST RACE, ADDING, IF THEY COULD HAVE KEPT IT STRAIGHT - THEY WOULD HAVE WON BY A MILE.

OH, AND THE BIG ALUMINUM CANOE WAS ALSO DISQUALIFIED FOR MISSING THE FINISH LINE ENTIRELY.

IN ALL THERE WERE SIX TEAMS IN THE REGATTA INCLUDING CREWS FROM MOLOKA'I AND LANA'I. AND THE TALENT POOL FOR THE 2009 PADDLING SEASON IS DEEP - AND THEIR 'OHANA PLENTIFUL.

(ON-CAM) WHEN IT CAME TIME FOR THE HALF-MILE COURSE, THE IMUA BELONGED TO KAMEHAMEHA.

(FF-CG-VO) THE WARRIORS' BOYS CREW FINISHED THE HALF MILE RACE IN FOUR MINUTES AND FOUR SECONDS, BALDWIN CAME IN SECOND AND KING KEKAULIKE WAS THIRD.

IN GIRLS VARSITY, THE LADY WARRIORS WON THE DAY WITH A HALF-MILE TIME OF FOUR-56. LAHAINALUNA CAME IN SECOND AND KING K WAS THIRD.

THE WARRIORS MADE IT A CLEAN SWEEP, TAKING FIRST IN THE MIXED VARSITY CREW RACE. THE BEARS TOOK SECOND AND KING KEKAULIKE CAPTURED THIRD.

(ON-CAM) THIS WEEK HIGH SCHOOL PADDLING MOVES TO KA LAE POHAKU IN KIHEI. RACING GETS UNDERWAY AT 10 A.M.
