(Turn to cam) BUT THIS ISN'T A MADE-FOR-TV MOVIE. IT'S THE BATTLE BETWEEN SUPPORTERS OF WAYNE NISHIKI, WHO SAY SOMEONE'S ON A WITCH HUNT - AND NISHIKI'S OPPONENTS, WHO SAY HE CHEATED TO WIN THE ELECTION. MAUI TV NEWS REPORTER JEFF KING FILES THIS REPORT.

(TAKE NISHIKI-ETHICS PKG) IN THE TV GUIDE, THIS WOULD NOT BE LISTED UNDER ACTION-ADVENTURE, BUT IT WOULD CERTAINLY BE LISTED UNDER DRAMA. WEDNESDAY AFTRERNOON'S PUBLIC HEARING BY THE MAUI COUNTY BOARD OF ETHICS DREW AN OVERFLOW CROWD. AT ISSUE, WHETHER OR NOT TO PROCEED WITH A CASE AGAINST NEWLY ELECTED WAYNE NISHIKI TO THE MAUI COUNTY COUNCIL. NISHIKI HAS BEEN CHARGED WITH PURPOSELY DELAYING THE DISCLOSURE OF A PERSONAL LOAN MADE TO HIM BY MAUI DEVELOPER EVERETT DOWLING IN 2005. THE INFORMATION SHOULD HAVE BEEN CONTAINED IN THE FINANCIAL DISCLOSURE NISHIKI WAS REQUIRED TO FILE WITH THE BOARD OF ETHICS AND WITH THE COUNTY CLERK LAST JULY. HE SAID HE FORGOT - AND DIDN'T GET IT TO THE BOARD UNTIL OCTOBER 16TH. BUT THE BOARD DIDN'T RELEASE THE INFORMATION UNTIL AFTER THE NOVEMBER FOURTH GENERAL ELECTION.

TESTIFIERS WERE DECIDEDLY NUMBERED IN FAVOR OF NISHIKI - WHO LISTENED INTENTLY, BUT DIDN'T TESTIFY HIMSELF. IN FACT, THE FIRST SIX TESTIFIERS EXPRESSED THEIR SUPPORT OF NISHIKI UNTIL SOUTH MAUI RESIDENT TOM GODFREY SAID,

TG01: "He was the only candidate who did not file his financial disclosure before the primary election."

THAT FACT WAS DISPUTED LATER BY ONE NISHIKI SUPPORTER WHO CLAIMED THAT THREE CANDIDATES FILED LATE DISCLOSURES. BUT WAI - AS THEY SAY ON TV - THERE'S MORE. OF EQUAL PASSION AT THE HEARING WAS THE TESTIMONY ACCUSING ETHICS BOARD CHAIRMAN ALAN KAUFMAN OF HAVING A PERSONAL AGENDA AGAINST NISHIKI. AND ONE TESTIFIER ALSO ACCUSED BOARD MEMBER NANE ALULI OF PUBLICLY COMMENTING, QUOTE- WE GOTTA GET THIS GUY OUTA HERE."

NISHIKI'S ATTORNEY, GLENN KOSAKA WAS PARTICULARLY EMPASSIONED IN HIS ARGUMENT THAT KAUFMAN SHOULD BE RECUSED FROM THE BOARD'S QUOROM WHEN DECIDING THE NEXT PHASE OF THE SOUTH MAUI REPRESENTATIVE'S FATE.

WITH UP TO 12 MINUTES TO TESTIFY, SUPPORTERS AND DETRACTORS HAD PLENTY OF TIME TO MAKE THEIR POINT. AND AMIDST THE PASSION, THERE WAS EMOTION, TOO.

Armaral: "I am deeply disturbed that when there are issues concerning Mr Dowling, Wayne Nishiki will have to recuse himself - leaving South Maui with no voice at all.

AFTER SEVERAL HOURS OF TESTIMONY THE END RESULT OF THIS NOT-REALLY-MADE-FOR-TV DRAMA: "TO BE CONTINUED. IT WAS DETERMINED THAT ANOTHER SHOWBIZ TERM HAD NOW TAKEN OVER: CATCH-22. IT TURNS OUT THE BOARD CANNOT TAKE ANY ACTION - INCLUDING THE OFFICIASL DELIVERY OF A LETTER DRAFTED THAT WOULD HAVE INCLUDED THEIR CONCLUSIONS AND RECOMMENDATIONS. THE REASON? THE LONG-AWAITED NOON, JANUARY 15TH MOMENT HAS COME AND GONE AND MORE THAN NINE OUT OF 10 HOUSEHOLDS IN MAUI COUNTY DIDN'T HAVE TO DO A THING. HOWEVER, THERE ARE A QUITE A FEW - PERHAPS EVEN HUNDREDS OF HOMES THAT NEEDED TO MAKE THE SWITCH IN ORDER TO CONTINUE RECEIVING TV SIGNALS. THOSE ARE THE FEW HOMES THAT GOT THEIR TELEVISION PROGRAMMING OVER THE AIR BY MEANS OF AN ANTENNA. NOW IS NOT THE TIME IN THIS NEWSCAST TO TELL THEM WHAT TO DO BECAUSE THE SWITCH HAS ALREADY BEEN THROWN. ON THE MAINLAND, PRESIDENT-ELECT BARACK OBAMA IS CALLING FOR A DELAY IN THE SWITCH TO DIGITAL BROADCASTING, SAYING MANY PEOPLE STILL AREN'T READY FOR IT. THAT, AND THE COMMERCE DEPARTMENT HAS RUN OUT OF MONEY FOR THE COUPONS PEOPLE NEED TO GET THEIR DIGITAL TO ANALOG CONVERTER BOXES.

SPEAKING OF ANTENNAS, THOUGH, THERE ARE THOUSANDS OF HOMES HERE ON MAUI - IN SOUTH AND CENTRAL MAUI THAT NOW MIGHT GET AS GOOD A PICTURE WITHOUT CABLE AS THEY HAVE BEEN GETTING WITH CABLE.

SHE AND 169 OTHER MAYORS FROM ACROSS THE NATION PARTICIPATED, BY INVITATION ONLY, IN A CONFERENCE CALL WITH KEY MEMBERS OF THE OBAMA TRANSITION TEAM. IT WAS A PILOT PROJECT DESIGNED TO KEEP THE NATION'S TOWNS, CITIES AND - IN OUR CASE - COUNTIES INVOLVED IN DAY-TO-DAY PROGRESS OF THE OBAMA ADMINISTRATION'S ECONOMIC RECOVERY PROGRAM.

JULIE'S HOPE HAS BEEN TO RAISE ENOUGH MONEY TO GET THE TREATMENT SHE NEEDS TO BATTLE A VERY RARE FORM OF CANCER. THAT HOPE IS A DREAM THAT'S ABOUT TO COME TRUE. JW-Nov01: "I have mucinoidcarcinoma of the appendix. So basically I have cancer of the appendix."

JULIE WOOD IS A SCIENTIST - A SCIENTIST WITH AN EXTREMELYT RARE FORM OF CANCER. SO RARE THAT DOCTORS FIRST TOLD HER THERE WAS NO HOPE, AND THAT SHE HAD A MONTH OR TWO TO LIVE. THAT WAS NEARLY THREE YEARS AGO. AS A SCIENTIST, SHE LEARNED THAT THERE WERE TREATMENTS AVAILABLE AND SHE FUNDED THEM HERSELF. NOW, BECAUSE OF HER PIONEERING EFFORT, INSURANCE COMPANIES WILL FUND TREATMENT BY OTHERS WHO ARE STRUCK WITH THE SAME TYPE OF CANCER. NOW IT'S TIME TO GO FOR THE CURE - AN EXPENSIVE ONE. AND SHE NEEDS IT NOW. HER CANCER'S TUMOR MARKERS HAVE INCREASED DRAMATICALLY OF LATE, AND HER EMOTIONS ARE ALL OVER THE PLACE.

JW01:" I'm excited about the potential of the therapy working. And coming home like - totally - all better. But I'm also facing it with a little trepidation. It is a big surgery and I know the recovery period is going to be long and I've been down that road and it's pretty unpleasant. I'm not looking forward to that part, so, it's a mixed bag."

DC01: "I'm thrilled. I'm excited. I'm worried because I've lost my fearless leader and now that she's going to be half-way around the world I'm going to have to be the fearless leader of myself. That's my only concern is that I step into her shoes and do the best job possible at the lab."

SINCE WE FIRST BROUGHT YOU THE STORY IN NOVEMBER, DIANA HAS DELVED EVEN MORE DEEPLY INTO THE SCIENCE OF THE CANCER TREATMENT JULIE WILL RECEIVE. AND HER RESERACH GIVES THEM BOTH MORE HOPE EVERY DAY.

DC02: "I'm just convinced it's going to work based on the science. I've been doing a lot of research on that science since the last time we spoke with you. It's just as elegant as it was ther first time around. They're in a Phase Two clinical trial there with colon cancer and melanoma - both stage four metasticized. So it's well on it's way. Julie's very strong. She's taken good care of her body. Her immune system is strong because of her extra due care, so I don't see any reasons why it won't work. ///

JULIE'S DONE A TREMENDOUS AMOUNT OF RESEARCH ON THE SENTO-CLONE PROCESS IN PREPARATION FOR HER TRIP TO STOCKHOLM NEXT WEEK. SHE'LL BE THERE A WHILE, BUT HASN'T REALLY HAD TIME TO LEARN MUCH SWEDISH.

JW02: "I've just learned a few polite phrases, like 'thanks,' thanks very much. 'no.' That's pretty much it. It's kind of a hard language."

PART OF THE REASON FOR OUR STORY IN NOVEMBER WAS TO HELP PUBLICIZE JULIE'S HOPE, THE FUNDRAISING CAMPAIGN TO PAY FOR THIS REVOLUTIONARY TREATMENT. THE GOAL WAS TO RAISE 200 THOUSAND DOLLARS AND A THEY RAISED A GOOD DEAL OF IT IN A VERY SHORT TIME.

JW03: "We got to about 152,000 - so we're about 48,000 short. But now's the time to do it - we got to go now."

AND GOING WAS A VERY LARGE PART OF THEIR FUNDRAISING GOAL. AIRFARE FOR TWO - MAUI TO STOCKHOLM, FIRST CLASS, A REQUIREMENT FOR JULIE'S CONDITION, COST NEARLY 40,000 DOLLARS. ONE OF THE MANY MIRACLES IN JULIE'S HOPE CAME AFTER OUR FIRST STORY. A VIEWER SAW JULIE'S PLIGHT ON MAUI TV NEWS AND STEPPED FORWARD, DONATING A MILLION FREQUENT FLIER MILES - ENOUGH TO FLY JULIE AND HER HUSBAND TO STOCKHOLM - FIRST CLASS. AND, OH, DOES THIS WOMAN APPRECIATE THE GENEROSITY OF HER COMMUNITY OF SUPPORTERS.

JW04:" That probably makes me more emotional than anything else. I'm just so grateful to everbody's who's helped me. I've just found it how everybody has found in their own way a way to help me. It's not always been though money. It's not always been through tangible objects. A lot of time people have just donated their time and their support in other ways. And every single gift that I've received has just been so important and I value it so much."

PR02: "It is. I think. It's true for me. It's always a big issue in every marriage - the issue of money. People have different views about money - different values that they carry with them from their past. And when it comes to stressing about money, people get 'hijacked.' They find themselves in a reactive pattern: blame. defensiveness...that kind of thing. It's pretty common."

PHYLLIS ROBINSON HAS HER DOCTORATE IN EDUCATION. HER PARTNER, MELANIE STEPHENS HAS A MASTER'S DEGREE IN MEDIATION AND CONFLICT STUDIES. THEIR SYNERGY ON ADDRESSING COMMUNICATION ISSUES FOR FAMILIES, COUPLES AND CO-WORKERS COULDN'T HAVE HAPPENED AT A MORE IMPORTANT TIME. We realized there was stress building. ///Then we read an article in the Maui News. That was a national article talking about a huge number of suicides being linked to money stress. That was really the straw that mad us move forward and think we could really offer something to the Maui community."

MS01: "We try - right from the beginning - to make people feel comfortable. We do an exercise in the beginning that has a little fun to it. We introduce ourselves. Then we do a little skit to kind of get the energy up all of a sudden. Then they're going to do a lot of exercises to explore - as Phyllis was saying ' 'what's going on for each of us?' in the midst of these tough money conversations."

PR04: "So if we can become aware of what those patterns are, then that's the first step toward managing them."

MS02: "It's almost like you can observe it. And once you can observe it you can manage it. And there's not that knee-jerk reaction."
