LL01: "It's a great day to watch familes move into their new homes at Waiehu Kou. There will be more than 90 families here, some through self-help with Habitat for Humanity, but many throuygh Hawaiian home lands - many of whom have waited a very long time."

ED01: "It's an exciting day. Any time you share part of the joy of a family moving into a new home - in many cases today it's their first homwe - it's a chicken skin day."

WITH THAT, 86 NEWS HOMES ARE NOW OCCUPIED BY HAWAIIAN FAMILIES. DOES THE OPENING OF WAIEHOU KOU 4 SUBDIVISION IN WAIHEE REPRESENT A HAND OUT, HAND UP OR SOMETHING DIFFERENT?

LL02: "What this is is a reflection of the state fulfilling its obligation to native Hawaiians. This is something we were required to do when we entered the American Union as part of the Admissions Act. It was part of our state Constitution. And, of course, the HI Home Commission goes back to 1921...when we moved from being a territory to being a state, that obligation carried over. I feel it's a priviledge because wwe're able to fulfill our obligation to native Hawaiians. So it's not a hand-out. this is something we were supposed to be doing for a very long time."

ACKNOWLDGING THE ROLE OF AMERICA IN THE OVERTHROW OF THE MONARCHY IN 1893, THE COMMISSION SET ASIDE 200,000 ACRES TO BUIILD HOMES FOR HAWAIIANS. WHEN LINGLE RAN FOR OFFICE, SHE FELT PREVIOUS ADMINISTRATIONS HAD NOT KEPT UP WITH THEIR OBLIGATION TO BUILD HOMES FOR NATIVE HAWAIIANS. BETWEEN THE TIME THE HAWAIIAN HOMES COMMISSION WAS ESTABLISHED IN 1921 AND THE YEAR 2003, THERE WERE MORE THAN 5,000 LEASES AWARDED. DURING HER ADMINISTRATION, THERE HAVE BEEN ANOTHER 2,000 LEASES AWARDED - A RECORD THAT SHE IS PLEASED WITH. BUT THERE'S AN ADDED BENEFIT AS WELL.

LL03: "Every time we build one of these homes for Hawaiians it helps the community at large, too, because that's one less family looking for affordable housing. And that helps to stabilize prices."

DHHL HAS A GOAL OF ANOTHER 1,000 LEASES IN 2008 - AND SOME OF THOSE WILL BE IN MAUI COUNTY. FOR HAWAIIAN HOMELANDS DIRECTOR MICAH KANE, IS A DAY LIKE TODAY A CELEBRATION, OR A RELIEF?

MK01: "It's a little bit of both. It's great to fulfill an obligation to another hundred families, but it's also a celebration because more families get to enjoy home ownership in Hawaii. Whether it's in Hawaiian Homelands or not in Hawaiian Home lands - it's monumental."

THE CHALLENGE CONTINUES BECAUSE PEOPLE HAVE BEEN WAITING A LONG TIME, MUCH OF THE LAND IS REMOTE - LIKE KAHIKINUI ON THE RUGGED EAST SIDE - COMEPLETELY OFF EVERY GRID. BUT, IS THERE ENOUGH LAND TO SATISFY THE OBLIGATION TO PROVIDE AFFORDABLE HOMES FOR NATIVE HAWAIIANS? AND WHERE?

MK02: "There is but it's going to take some expansion of our investment. I think our expansion is really going to be in the Lahaina area. The mayor has been a big help. So has Vanessa Medeiros, the new Housing Director. So we're excited about expanding thers and - very cautiously - in the Kula area."

ALSO IN NEGOTIONS WITH EVERETT DOWLING - AND OTHER DEVELOPERS - TO ADD MORE HOUSING IN CENTRAL MAUI - THE MOST SOUGHT AFTER AREA BECAUSE OF CONVENIENT ACCESS TO COMMUNITY SERVICES.

THE DOWLING COMPANY HAS BEEN INVOLVED IN FOUR PROJECTS AND HAS BUILT 423 AFFORDABLE HOME FOR THE DEPARTMENT OF HAWAIIAN HOMELANDS - MAKING HIM THE LARGEST PRIVATE DEVELOPER OF HIS KIND IN HAWAII. HIS ORIGINAL GOAL WAS 100...THEN 250...THEN 400. NOW HIS GOAL IS 1,000 HOMES FOR NATIVE HAWAIIANS. AT THIS SUBDIVISION, 250 FAMILIES APPLIED...BUT ONLY 86 COULD BE APPROVED.

Ed02: "It motivates me. It's me the job's not done. It encourages us to go out and - actually this property was not Hawaiian Home Lands property. It's property we acquired, that we sold to Department of Hawaiian home Lands at our purchase price. Once they took title, it becamse property of Hawaiian Homelands."

DOWLING SAYS IT TAKES MONEY -YES - BUT CREATIVITY AS WELL. HE NEXT HAS HIS EYE ON DOING SOMETHING SIMILAR IN KIHEI, BUT DECLINED TO SAY EXACTLY WHERE. HE SAYS THE GOAL ISN'T TO GET RICH - WHICH IS EVIDENT IN THE FACT THAT THE PROFIT FROM THESE HOMES ONLY COMES TO ABOUT TWO TO 4,000 DOLLARAS EACH.

ED03: "We've done four of these so far and the largest profit margin has been 1.6 percent. You don't do these to make money, you do these to be part of a solution to a problem."

THIS DAY IS ALL ABOUT SOLUTIONS. FOR DANNY KANAHELE AND OTHER HAWAIIANS. THIS IS HIS FIRST HOME. HE CAN'T REMEMBER HOW LONG HE'S WAITED. HE'S A MAN OF FEW WORDS, BUT HE SUMMED UP THIS DAY FOR HIM.

J: LIKE MOST BRAND NEW NEIGHBORHOODS, THE HOMES AT WAIEHU KOU 4 COME WITH ALL THE BELLS AND WHISTLES - EXCEPT LANDSCAPING. BECAUSE OF THAT, ONE OF THE HOMES WE SAW FRIDAY LOOKED LIKE ITS LOT WAS CONSIDERABLY SMALLER THAN IT WAS JUST A FEW WEEKS AGO.

(take vo/sot/pkg) DOUGLAS KALEIKINI SENIOR NOW OWNS THE CORNER LOT AT WAIEHU KOU 4. HE HAS AN AWESOME VIEW FROM HIS PROPERTY...BUT HIS PROPERTY IS GETTING SMALLER EVERY DAY.

DK01: I bought a 7,723 feet property. And I'm stuck with losing about a thousand foot. And I wish I could get it all back."

KALEIKINI WAS ON THE WAITING LIST FOR MORE THAN 20 YEARS. AND JUST WEEKS BEFORE HE MOVED IN, THE LOT UNDER HIS DREAM HOME STARTED SLIPPING SWAY DURING THOSE POWERFUL KONA STORMS LAST MONTH. HIS NEXT DOOR NEIGHBOR HAS THE OPPOSITE PROBLEM. HE'S GETTING MOR DIRT, BECAUSE THE LOT NEXT TO HIM IS SLIPPING HIS WAY. EVERY LOT - ORIGINALLY - WAS LEVEL, AND THE ANGLE OF THE SLOP IS CAREFULLY CALCULATED AS A DRAINAGE SWALE TO MINIMIZE EROSION. BUT EROSION HAS HAPPENED.

KALEKINI ATTANDED THE CEREMONY WHERE HE HAD THE OPPORTUNITY TO ASK DEVELOPER EVERETT DOWLING IF ANYTHING COULD BE DONE.

DK02: "I TALKED TO HIM TODAY AND IT'S GONNA TAKE SOME ACTION. AND hopefully everything is going to work out in the proper way."

MAUI TV NEWS ASKED DOWLING WHAT COULD BE DONE. HE SAID HIS CREWS WILL RESTORE THE LOTS TO THE ORIGINAL ELEVATIONS. ANY ADDITIONAL MEASURES ARE UP TO THE HOMEOWNERS.

(on-cam tag) SO, IT WOULD APPEAR THAT THESE NEW HOME OWNERS ARE LEARNING THAT - WITH THE BLESSING OF HOME OWNERSHIP - COME THE REQUIREMENT TO VERY QUICKLY LEARN AT LEAST A LITTLE BIT ABOUT TOPOGRAPHY, HYDROLOGY, DRAINAGE AND LANDSCAPING.

JY: LAST WEEK, MAUI COUNTY MAYOR CHARMAINE TAVARES MADE IT TOTALLY CLEAR THAT HER ADMINISTRATION INTENDS TO CLOSE ALL ILLEGAL VACATION RENTALS - PERIOD.

(vo) AT HER PRESS CONFERENCE, THE MAYOR, ALONG WITH THE COUNTY'S CHIEF PLANNER AND DEPUTY CORPORATION COUNSEL, DID THEIR BEST TO DISPEL RUMORS THEY SAY EXIST AS A RESULT OF EFFORTS BY THE MAUI VACATION RENTAL ASSOCIATION. THIS WEEK THAT ASSOCIATION HEL THEIR OWN PRESS CONFERENCE, AND MAUI TV NEWS WAS THERE.

(take MVRA press conf pkg) ON THE FRONT LAWN OF COUNTY BUILDING - EXACTLY ONE WEEK AFTER THE MAYOR'S PRESS CONFERENCE, DR. DAVID DANTES LED A PRESS CONFERENCE FOR THE MAUI VACATION RENTAL ASSOCIATION. RATHER THAN TRY TO DISPUTE EVERYTHING THE MAYOR SAID, HE STARTED OUT AGREEING.

DD: "We believe that the preservation of the character of neighborhoods is the most important goal to be achieved and presrerved. And we believe that vacation rentals - bed and breakfasts - can integrate seamlessly into most neighborhoods - if they're properly managed."

HIS DESCRIPTION OF THE STANDARD OPERATING PROCEDURES OF MOST HOME-RUN VACATION RENTALS SOUNDED VERY MUCH LIKE MAUI COUNTY COUNCILMEMBER GLADYS BAISA'S PROPOSED HOME-BASED OCCUPATION BILL INTRODUCED LAST WEEK TO THE COUNTY COUNCIL. ON THE TOPIC OF PROPOSALS, MAUI TV NEWS ASKED THE ASSOCIATION'S POSITION ON THE PROPOSED BILLS TO LEAGLIZE SOME VACATION RENTALS.

DD02: "The proposals would have the effect of streamlining a very difficult process, but would only benefit a small portion of the industry. The majority of families currently operating bed and breakfasts would not be able to comply with some of the stricter provisions of the proposal."

DANTES DID ADD, HOWEVER, THE PLANNING REPRESENTATIVES HAVE DEMONSTRATED FLEXIBILITY IN CONSIDERING AMENDMENTS TO THEIR PROPOSED NEW LAWS. A VERY INTERESTED PLANNING DIRECTOR WATCHED THE PROCEDINGS AS DANTES CHARACTERIZED FEEDBACK FROM A REPORTED 3,000 VISITORS TO THEIR WEBSITE FROM AROUND THE WORLD.

DD03: "In general I would say their comments show they are very disappointed. They don't understand why they can't stay in homes - like around the world. they don't understand administration stance. Realtors study says home-based visitors is only growing part of the industry."

THAT REALTOR STUDY ALSO SAYS THE SHUTDOWN WILL COST THE COUNTY AN ESTIMATED 319 MILLION DOLLARS IN BUSINESS, MORE THAN 3,000 FULL-TIME JOBS AND HUNDREDS OF DOLLARS IN TRANSIENT ACCOMODATION TAX REVENUE FOR THE COUNTY. DANTES CLOSED BY CONTRASTING THE POLICIES OF THE MAUI COUNTY GOVERNMENT WITH THAT OF THE BIG ISLAND OF HAWAII - AND MADE A PREDICTION THAT VISITOR NUMBERS WILL LIKELY SOON REFLECT THE TWO VERY DIFFERENT COUNTY POSITIONS. HE ALSO ADDED THAT THE MVRA'S LAWSUIT - DISMISSED BY A 9TH CIRCUIT JUDGE LATE LAST MONTH MAY STILL BE APPEALED - BUT THAT WOULD BE UP TO THEIR ATTORNEY. WHEN ASKED WHAT THE ASSOCIATION WOULD LIKE TO SEE - IN RESPONDE TO THE FIRM POSITION EXPRESSED LAST WEEK BY THE MAYOR, HE REPLIED.

DD04: "I would request that the mayor not dig in her heels on enforcement, but to maintain an open door and keep an open mind."

CUTTER TOLD MAUI TV NEWS THAT WAILUKU-BASED AUTO-TECH HAS BEEN SELECTED BY VOLKSWAGEN OF AMERICA TO BECOME A FACTORY-CERTIFIED SERVICE CENTER ON MAUI. THE OUTLET IS AT 1720 WILI PA LOOP IN THE MILLYARD SECTION OF WAILUKU. WE'RE TOLD THE DEAL WON'T BECOME OFFICIAL UNTIL VOLKSWAGEN OF AMERICA SIGNS THE AGREEMENT OFFICIALLY LATER THIS MONTH, HOWEVER, THEY SAY THEY'VE ALREADY BEGUN SERVICING CARS OWNED BY FORMER CUTTER CUSTOMERS.

(vo) BUT THIS WEEKEND IT LOOKED LIKE THERE WERE MORE LOCAL FOLKS, FAMILIES AND NEIGHBORS HELPING NEIGHBORS AND HUNDREDS WORKED TOGETHER TO CLEAR DEBRIS, BRUSH AND TIMBER FROM ROADS, GULLIES AND STREAM BEDS. ARMY NATIONAL GUARD MAUI SCENE COMMANDER MAJOR DAVID KASHIWAMURA SAID HE WAS PARTICULARLY IMPRESSED - NOT ONLY WITH THE OUTPOURING OF HELP AND SUPPORT OF THE COMMUNITY OF UPCOUNTRY RESIDENTS HELPING EACH OTHER - BUT WITH THE ONO FOOD AND DRINK PROVIDED TO TROOPS ASSIGNED TO THE CLEANUP.

THE FIRST LINE: "IN CONSIDERATION OF MAYOR TAVARES' CONCERNS, HAWAII SUPERFERRY TODAY ANNOUNCED IT IS POSTPONING ITS SECOND VOYAGE BETWEEN MAUI AND O'AHU." THE COMPANY NOW SAYS THEY WON'T START THE SEND MAUI-O'AHU RUN UNTIL LATER THIS SPRING.

ON JANUARY FOURTH, HAWAII SUPERFERRY ANNOUNCED THEY WOULD ADD THE SECOND DAILY TRIP - EXCEPT FOR SATURDAYS - BETWEEN KAHULUI AND HONOLULU. FOUR HOURS AFTER THAT ANNOUNCEMENT, MAYOR CHARMAINE TAVARES MADE HER OWN ANNOUNCEMENT, EXPRESSING DISAPPOINTMENT THAT THE COMPANY WOULD MAKE SUCH A MOVE WITHOUT EVEN INFORMING HER OFFICE ABOUT IT. AFTER MONDAY AFTERNOON'S ANNOUNCEMENT, MAYOR TAVARES ISSUED ANOTHER FOLLOW-UP STATEMENT, SAYING, "I HOPE THAT BIG TIN CAN SPRINGS A LEAK AND SINKS IN THE SWILL OF HONOLULU HARBOR, OR SOMETHING LIKE THAT." (to be updated when statement received......unless this is what she really says!).

JACOB BRINGS THE SPARTANS DOWN THE COURT AGAIN BUT MOLOKAI'S BRITTANY RAWLINS HAS OTHER PLANS. SHE GRABS IT, FEEDS HOOPER WHO TAKES IT ALL THE WAY AND DRAWS THE FOUL. THAT'S ONE FOCUSED YOUNG LADY!

ON THE NEXT PLAY THAT'S MEYER WITH THE REBOUND, MEYER ON THE FAST BREAK AND MEYER WITH THE SHOT...AND THE REBOUND...AND, UNFORTUNATELY, THE TRAVELLING CALL. SHE DEFINITELY BROUGHT THE LADY SPARTANS BACK TO LIFE.

THE LADY'S WINNER IN THE FIVE-K WAS HALEY O'MALLEY OF LAHAINA WITH A TIME OF 20 MINUTES AND 52 SECONDS. THE DAY'S OVERALL WINNER IN THE SURF-AND-SAND 15 K WAS TODD IACOVELLI OF O'AHU WITH A TIME OF 47 MINUTES AND 38 SECONDS.

UH WARRIOR FANS ARE STILL TRYING TO COME TO GRIPS WITH THE LOSS OF HEAD FOOTBALL COACH JUNE JONES. AND THE HEAD OF HERMAN FRAZIER ROLLED LAST WEEK AFTER GETTING MOST OF THE BLAME FOR LOSING JONES.
