PM01: "We are definutely seeing an increase in requests for our services. At the same time, we are seeing an increase in budget cuts - a severe increase in budget cuts."

THIS YEAR WOMEN HELPING WOMEN IS FACING A BUDGET SHORTFALL OF 200,000 DOLLARS. AND WOMEN HELPING WOMEN IS AN AGENCY THAT CANNOT OPERATE ON A CLOCK OR A CALENDAR - BECAUSE DOMESTIC ABUSE NEVER TAKES A FURLOUGH DAY.

PM02: "Our shelter is manned by staff 24/7. We have a transitions program. We have this office. We have an office on Lana'i."

ANOTHER AGENCY THAT SERVES A CRITICAL AND NEVER-ENDING NEED IS HALE MAKUA HEALTH SERVICES. IN ADDITION TO SERVING PEOPLE AT THEIR KAHULUI AND WAILUKU FACILITIES - AS WELL AS AT FAMILY HOMES, DAY CARE CENTERS, AND OFF-SITE CARE CENTERS. SOME 500 PEOPLE DEPEND ON HALE MAKUA ON A DAILY BASIS. NOW THEY HAVE TO DO IT FOR LESS MONEY. OVER THE NEXT 12 MONTHS, HERE'S HOW THEY'LL COPE WITH A PROJECTED 950,000 DOLLAR SHORTFALL FROM MEDICARE AND MEDICAID.

Tony Krieg, President/CEO Hale Makua Health Services

TK01: "Communicating with our employees and our union partners, everyone has agreed - including me - to basically freeze wages. In fact, our senior managers and I put our wages back at 2008 levels."

AND THAT MEANS THE HALE MAKUA TEAM OF SOME 250 EMPLOYEES WILL BE FORCED TO SHARE THE SACRIFICE, IN ORDER TO KEEP THE DOORS OPEN AND THE SERVICES UNINTERRUPTED.

TK02: "So, in return we are not planning to furlough or lay anybody off."

AT WOMEN HELPING WOMEN, OVER THE PAST TWO YEARS, THE STAFF SIZE HAS BEEN FORCED DOWNWARD - CREATING SOMETHING OF A CRISIS WITHIN A CRISIS.

PM03: "We work in a crisis field. You make the load bigger for the staff. That kind of puts them in crisis. So it's someone in crisis trying to help someone in crisis. Obviously we're not in the same level of crisis as the clients but I think you can understand what I'm getting at. It's just becoming increasingly difficult."

AMONG THE OPTIONS: FURLOUGH DAYS...A NICER WAY TO SAY PAY CUTS TO ALREADY OVERWORKED AND UNDERPAID STAFF.

PM04: "...But more than that. When we have staff cut to the bone and a staff member is taking a furlough day or three or four staff are taking furlough on the same day, then the level of service to the client is less because there's no one there to do it."

AT HALE MAKUA, FURLOUGHS ARE NOT AN OPTION.

TK03: "No. We really have to keep the quality up and so - we're a human service agency that depends on human beings to provide the service so I am hopeful that in another year or so the economy will pick up and we can get back on track with our federal partners."

(TAKE WHW JOURNAL PKG) ON HER WAY TO WORK A FEW WEEKS AGO, PEMA GILMAN ASKED HERSELF A QUESTION.

PM01: "Wouldn't it be wonderful if we could publish a small journal that would give a voice to survivors of domestic abuse?"

THE PUBLICATION WOULD BE A FIRST-PERSON NARRATIVE.

PM02: "And that's where the title came from: 'In Her Own Words," she could express her feelings.//"

SADLY, IT'S NOT THAT THERE IS A SHORTAGE OF EXPERIENCES FROM WHICH SUCH A JOURNAL COULD CONTAIN. GILMAN SAYS THERE ARE MORE THAN 190 REPORTED DOMESTIC VIOLENCE CASES IN MAUI COUNTY EACH MONTH. SHE KNOWS THAT THERE ARE MANY MORE THAN THAT, BUT SUFFERING IN SILENCE HAS LONG BEEN ONE OF THE DARK ASPECTS OF DOMESTIC VIOLENCE AND SHE HOPES THIS MIGHT HELP BREAK THAT SILENCE.

PM03: "// It's really meant to be about feelings - more than factual. Because we kind of - on this end -we already know the facts, that women and children are really being severly affected on an emotional and psychological, as well as physical level from abuse. We know that because that's what we do. But what are the feelings that these women and children walk around locked up inside.?"

PM04: "Most people in the general public don't really - unless they have experienced this directly tjemselves - have no way to grasp what it feels like to be a victim of abuse. So how can you be empathetic? How can you feel like you understand? How can you feel like you want to step forward and do something to help stop it when you don't understand it? And to me the best way is to hear - some way - the feelings of the people who are going through it. I think it's a powerful, powerful way - self-expression is a form of healing - a form of therapy."

J: AFTER A BEAUTIFUL OPENING CEREMONY AND BLESSING IN APRIL, BESIDES A WIDE CURVE ON LAHAINALUNA ROAD, THERE WASN'T MUCH ACTIVITY TOWARD CREATING THE LAHAINA BYPASS. WELL, NOW THAT'S ALL CHANGED.

(TAKE VO) AFTER THREE DECADES OF DISCUSSIONS, THE UNDERPASS FOR WHAT HAS BEEN IKENA STREET IS STARTING TO TAKE SHAPE. SOON, THE OVERPASS WILL BEGIN TO FORM THAT WILL STRAIGHTEN OUT LAHAINALUNA ROAD AND CREATE THE OVERPASS. WORK ON THIS ASPECT OF PHASE 1-A OF THE PROJECT IS EXPECTED TO BE COMPLETE IN FEBRUARY.

(ON-CAM) HEAVY EQUIPMENT CREWS HAVE ALSO BEGIN CLEARING THE PATH FOR A BRIDGE THAT WILL SPAN KAHOMA STREAM. ACTUAL CONSTRUCTION THERE IS PLANNED TO BEGIN IN DECEMBER. ONCE THOSE TWO MAJOR COMPONENTS ARE COMPLETE, THE ROAD WILL BE CONNECTED THAT WILL FEED OUT ONTO HONOAPI'ILANI HIGHWAY AT KEAWE STREET NEAR LAHAINA CANNERY MALL. THEN WORK BEGINS IN THE OPPOSITE DIRECTION THAT WILL CONNECT THE BYPASS TO THE HIGHWAY NEAR LAUNIOPOKO.

J: ON TUESDAY THIS WEEK MAKAWAO ELEMENTARY SCHOOL HELD A CELEBRATION. THEY HAD RECENTLY RECEIVED WORD OF RECEIVING A PASSING GRADE IN A-Y-P: ANNUAL YEARLY PROGRESS IN THE NO CHILD LEFT BEHIND ACT. BUOYED BY THEIR SUCCESS, A GROUP PF PARENTS AND STUDENTS TOOK THEIR MESSAGE TO BALDWIN AVENUE.

(FF-CG-VO) STATING THAT FURLOUGHS COULD LEAD THEM BACK OUT OF COMPLIANCE WITH NO CHILD LEFT BEHIND, KIDS AND PARENTS WITH SIGNS AND YELLS LINES THE SIDEQWALK IN FRONT OF MAKAWAO ELEMENTARY WEDNESDAY MORNING. LESS CLASSROOM TIME COULD LEAD TO LOWERS TEST SCORES, THEY SAY, AND THAT COULD LEAD TO REDUCED FEDERAL FUNDING.

(ON-CAM) THEY PLAN TO DO IT AGAIN NEXT WEDNESDAY, THE SEVENTH. PROTESTERS ARE PLANNING A SIGN WAVING RALLY ON THE KAHULUI SIDE OF HANA HIGHWAY AT THE INTERSECTION OF HALEAKALA HIGHWAY. THAT RALLY IS SET FOR 7 A.M., WEDNESDAY.
