(TURN TO CAM) BUT THE NUMBERS JUST RELEASED FOR THE MONTH OF SEPTEMBER FINALLY ARE SHOWING SOME TRENDS THAT ARE GOING IN THE RIGHT DIRECTION.

(TAKE TOURISM NUMBERS PKG) TO PUT IT MILDLY, WE'RE NOWEHERE NEAR OUT OF THE WOODS YET. BUT, ON THE UPSIDE, THE LATEST HAWAII TOURISM AUTHORITY STATS OFFER THE MOST ENCOURAGEMENT IN MONTHS.

FOR THE FIFTH CONSECUTIVE MONTH, ARRIVALS FROM KEY WEST COAST MAINLAND MARKETS SHOW INCREASES.

IN SEPTEMBER, SILVER WEEK PROMOTIONS ABOUT HAWAI'I IN JAPAN RESULTED IN A BOOST IN VISITORS FROM JAPAN BY NEARLY 17 PERCENT.

ARRIVALS FROM THE U.S. EAST COAST ALSO JUMPED - UP NEARLY SEVEN PERCENT COMPARED TO SEPTEMBER, 2008.

ALL FOUR OF THE LARGEST HAWAIIAN ISLANDS SAW INCREASES IN VISITOR NUMBERS. AND VISITORS ARRIVING IN THE ISLAND ON CRUISE SHIPS ALSO JUMPED BY MORE THAN FOUR PERCENT.

THE NEWEST REPORT ALSO HAS PLENTY OF RESIDUAL GLOOM - THE BIGGEST BEING IN VISITOR SPENDING. THROUGH THE FIRST NINE MONTHS OF 2009, VISITORS TO THE ALOHA STATE HAS DECLINED BY MORE THAN 12 PERCENT OVER THE SAME PERIOD LAST YEAR. THAT BOILS DOWN TO AVERAGE DAILY SPENDING PER VISITOR OF 160 DOLLARS THIS YEAR COMPARED WITH 178 DOLLARS LAST YEAR.

TOURISM OFFICIALS SAY THAT'S BECAUSE HAWAI'I IS STILL COMPETING ON A GLOBAL LEVEL WITH OTHER WORLD DESTINATIONS AND EVERYONE IS DROPPING PRICES TO ATTRACT VISITORS.

BOTTOM LINE: THE GOOD NEWS IS THAT HAWAII'S EFFORTS ARE PAYING OFF. FOR NOW, IN SHEER NUMBERS OF BODIES ANVBISITOR ARRIVALSD - HOPEFULLY SOON - IN THE NUMBERS OF DOLLARS THOSE BODIES SPEND.

J: AND THE GRAND WILL GET GRANDER. ON TUESDAY THIS WEEK THE MAUI PLANNING COMMISSION VOTED ALMOST UNANIMOUSLY TO ALLOW A 250 MILLION DOLLAR EXPANSION THAT WILL ADD 310 NEW UNITS TO THE SOUTH MAUI MEGA-RESORT OVER THE NEXT FIVE YEARS.

(VO) THE RESORT SPANS 36 ACRES ON THE PRISTINE WAILEA COAST IN SOUTH MAUI AND THE PROJECT APPROVAL WOULD MEAN HUNDREDS OF CONSTRUCTION AND HOTEL JOBS ADDED TO THE ECONOMY.

(ON-CAM) THE PROJECT ISN'T COMPLETELY OUT OF THE WOODS YET, HOWEVER. ATTORNEYS FOR OPPONENTS TO THE EXPANSION PROMISE AN APPEAL OF THE COMMISSION'S DECISION BECAUSE THEY FEAR THAT UNDISCOVERED BURIAL GROUNDS WILL BE VIOLATED WITHOUT A PLAN IN PLACE TO AVOID SUCH ENCOUNTERS.

(MPD TOWN HALL-LAHAINA)(PiP - CHIEF YABUTA)

J: THIS WEEK IS HALLOWEEN - AND IT'S THE SECOND YEAR THAT LAHAINA TOWN WILL NOT BE THE "MARDI GRAS OF THE PACIFIC." BUT AT MONDAY NIGHT'S MAUI POLICE DEPARTMENT COMMUNITY TOWN HALL MEET THE CHIEF SESSION IN LAHAINA, THERE WERE PLENTY OF PEOPLE THERE TO TRY TO CONVINCE THE POLICE TO CLOSE FRONT STREET AND OPEN THE FLOOD GATES OF FUN."

(VO) MONDAY NIGHT IN LAHAINA, IT LOOKED AS THOUGH THERE WOULD BE MORE POLICE OFFICERS THAN COMMUNITY MEMBERS AT THE LAHAINE TOWN HALL MEET THE CHIEF MEETING. WE ASKED CHIEF GARY YABUTA IF HE'S BEEN DISCOURAGED AT THE TURNOUT TO THE SESSIONS.

GY01: "If anything, discouraged at myself - but not at the community. We gave our best and I'm very proud of my people. They did a terriffic job trying to generate interest. We have people that came here - sincere people. So even though we're not at the number's that were anticipated, we're just very happy that people came out."

AND THE CHIEF TOLD US WHAT FOLKS ARE MISSING WHO MISS OUT ON THESE SESSIONS.

GY02: "Well, to know who their chief is - and their deputy chief - Deputy Chief Clayton Tom - and myself. I think it's important for the community to know who we are and what we stand for, and to understand that law enforcement alone can't solve all the crime. We have to work together. We have to know the community. They have to know us and it has to be a concerted effort.

PREVIOUS SESSIONS LIKE THIS ONE HAVE GENERATED AS FEW AS SEVEN LOCAL RESIDENTS. BUT THE LAHAINA MEETING WOULD BE DIFFERENT. A COMMUNITY BUZZ ENCOURAGED FRONT STREET MERCHANTS TO ATTEND THE SESSION TO ASK CHIEF YABUTA WHY HE WOULD NOT ALLOW FRONT STREET TO BE CLOSED TO TRAFFIC FOR HALLOWEEN. THIS IS THE SECOND YEAR TRAFFIC WILL BE FLOWING ALONG THE NARROW MAIN DRAG IN LAHAINA. ONE BY ONE, FRONT STREET RETAILERS ASKED ESSENTIALLY THE SAME QUESTION. EACH TIME THE CHIEF GAVE ESSENTIALLY THE SAME ANSWER.

GY03: " Well, it never came to our - my desk. No permit ever came to my desk as far as closures of the road."

FROM THAT POINT, THE MEETING MOVED TO OTHER LOCALLY USEFUL TOPICS - INCLUDING CRIME STATISTICS FOR THE WEST SIDE AND HOW THEY'RE TRENDING DOWNWARD. THE LAHAINA CROWD - OF CLOSE TO 50 GOT THE CHANCE THE MEET THE CHIEF AND HIS CHIEF STAFF - SOMETHING CHIEF YABUTA HOPES MORE CITIZENS WILL DO.

J: SIX YEARS AGO THE ONLY BUSES YOU SAW ON MAUI ROADWAYS - BESIDES SCHOOL BUSES - WAS THE FLEET OF MINI-BUSES OPERATED BY MAUI ECONOMIC OPPORTUNITY. TODAY THERE IS ALSO A SMALL FLEET OF SMALL MAUI COUNTY BUSES, AND NOW -WITH THE ADDITION OF TWO BRAND NEW DIESEL BUSES TO THE FLEET THIS WEEK, THERE IS ROOM ENOUGH FOR THE 6-PLUS-THOUSAND FOLKS WHO RIDE THE MAUI BUS EVERY DAY.

(VO) ON TUESDAY MORNING IN KAHULUI, COUNTY AND STATE OFFICIALS WERE JOINED BY U.S. SENATOR DANIEL INOUYRE'S REPRESENTATIVE, RY BARBIN, WHO SENT HIS GOOD WISHES ON THE OCCASSION ADDING TWO STATE OF THE ART BUSES TO THE MAUI BUS FLEET.

Don Medieros, Transportation Dir., Maui County

DM01: "We really need to thank Senator Inouye who through federal government supplied 80 percent of the funding; Mayor Tavares and the Council for supplying the other 20 percent. Without it we wouldn't have 'em. These two buses bring our total of large buses to 15 - raising our capacity to serve folks. We've been running a littl short. It's not uncommon to get on the bus at certain times of day and not have seats available. It's not uncommon to have 20 other people standing with you. It does happen, because the popularity has grown so much."

THE BUSES FEATURE THE LATEST IN FUEL EFFICIENT DIESEL TECHNOLOGY, ALONG WITH ADDED COMFORT FEATURES. AND, MEDIEROS ADDS, TO KEEP THESE SHINY NEW RIDES ON THE ROAD, PASSENGERS WON'T BE EXPECTED TO FACE A FARE INCREASE - AT LEAST NOT RIGHT AWAY.

(VO) THE 2009 MAYORS SMALL BUSINESS AWARDS WENT TO BOB KING, A LOCAL PIONEER IN BIO-DIESEL. KING RECEIVED THE LIFETIME ACHIEVEMENT AWARD. MAUI BUSINESS CONSULTANT DAVID FISHER WAS HONORED WITH THE MAYOR'S COMMUNITY SERVICE AWARD. THE NON-PROFIT ANGEL AWARD WENT TO JIM SANDERS WHO - SINCE 2004 - HAS SINGLE-HANDEDLY RAISED MORE THAN 90,000 DOLLARS FOR A KEIKI'S DREAM.

IN THE BUSINESS CATEGORIES, GARRET MORRERO OF MAUI BREWING COMPANY WAS NAMED YOUNG BUSINESS PERSON OF THE YEAR. HIS COMPANY HAS GROWN FROM A LOCAL LAHAINA PUB TO A WORLDWIDE BUSINESS WITH MORE THAN 40 EMPLOYEES. THE SMALL BUSINESS OF THE YEAR WITH 11 TO 50 EMPLOYEES WAS PACIFIC DEFENSE SOLUTIONS. THE HIGH-TECH COMPANY HAS DEVELOPED SOPHISTICATED TECHNOLOGY TO KEEP TRACK OF MAN-MADE OBJECTS IN SPACE. AND SMALL BUSINESS OF THE YEAR WITH 10 OR FEWER EMPLOYEES WENT TO A WELL-DESERVING KIMO FALCONER AND HIS MAUI GROWN COFFEE COMPANY. HIS HARD WORK OVER DECADES ON THE KA'ANAPALI HILLSIDE HAVE FINALLY TURNED TO A YIELD THAT IS EXPECTED TO EXCEED A QUARTER-MILLION POUNDS OF WORLD-CLASS COFFEE BY NEXT YEAR.

(ON-CAM) WE AT MAUI TV NEWS WERE THRILLED TO BE AMONG THE FINALISTS IN THAT LAST CATEGORY AND - AT THE RISK OF SOUNDING LIKE A CLICHE, WE FEEL LIKE WINNERS JUST BY BEING NOMINATED. A BIG MAHALO TO LUANN VODDER FOR THAT NOMINATION AND TO THE FINE FOLKS WHO WROTE VERY NICE THINGS ABOUT US.

J: AND SPEAKING OF MAJOR HONORS - IT'S MORE THAN A HALF-CENTURY IN THE MAKING, BUT A MAUI MAN IS RECEIVING THE NATION'S HIGHEST HONOR FOR BRAVERY IN COMBAT.

(FF-CG-VO) PRIVATE FIRST CLASS ANTHONY T KAHO'OHANOHANO DIED IN COMBAT ON A HILLSIDE IN KOREAS ON SEPTEMBER 1, 1951. AFTER HIS HEAVILY-OUTMANNED SQUAD WAS OVERWHELMED BY ENEMY FIRE, HE TOOK POSITION ON A MACHINE GUN AND PROVIDED COVER WHILE HIS MATES RETREATED. THEN, DESPITE SHOULDER WOUND, HE CONTINUED TO ELIMINATE ENEMY FIGHTERS. HE FINALLY DIED IN HAND-TO-HAND COMBAT AFTER HE RAN OUT OF AMMO - BUT HIS FELLOW TROOPS WERE SO INSPIRED BY HIS BRAVERY THAT THEY CHARGED AND CONQUERED THEIR ENEMY FOES THAT DAY. ACCORDING TO THE MILITARY TIMES, PRIVATE KAHO'OHANOHANO KILLED AT LEAST 13 ENEMY SOLDIERS THAT DAY BEFORE LOSING HIS LIFE.

(ON-CAM) CONGRESS APPROVED THE POSTHUMOUS AWARDED ON TUESDAY AND PRESIDENT OBAMA SIGNED THE ORDER ON WEDNESDAY. KAHO'OHANOHANO SERVED WITH COMPANY H, SECOND BATTALION, 17TH INFANTRY DIVISION. HE IS ONE OF SEVEN SOLDIERS FROM HAWAI'I TO RECEIVE THE DISTINGUISHED SERVICE CROSS AND WOULD BECOME ONLY THE SECOND FROM HAWAI'I TO RECEIVE THE CONGRESSIONAL MEDAL OF HONOR. THE OTHER HAWAII' RECIPIENT IS U.S. SENATOR DANIEL INOUYE.

THEIR 5 AND 2 RECORD GIVES THEM THE DIVISION CHAMPIONSHIP. IN DIVISION ONE, NA ALII'S LAST CHANCE TO UPSET THE DEFENDING CHAMPS SLIPPED AWAY FRIDAY WHEN KING KEKAULIKE LOST TO BALDWIN 14 TO SIX.
