(TAKE ECON PKG) FROM HERE IT LOOKS PRETTY PEACEFUL. AND FROM HERE, MAUI LOOKS AS UNSPOILED AS EVER. BUT WHEN YOU LOOK CLOSELY - REALLY CLOSELY - YOU SEE NUMBERS THAT AREN'T PROMISING AT ALL.

THE STATE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT AND TOURISM HAS RELEASED A SIX-MONTH SNAPSHOT OF THE TRENDS AND CHARACTERISTICS OF VISITORS TO MAUI BETWEEN FEBRUARY AND JULY OF THIS YEAR. THERE ARE A LOT OF MINUS SIGNS IN THE REPORT. AND IT SHOULD BE POINTED OUT THAT EACH SET OF NUMBERS ISN'T COMPARED TO THE PREVIOUS MONTH IN THIS DOWNTREND YEAR OF -08 - BUT COMPARED TO THE SAME MONTH IN 2007. THAT ELIMINATES ANY EXCUSE OF SEASONAL FLUCTUATIONS.

THE BIGGEST DROP OF ANY WAS ONE THAT WAS PREDICTED. CRUISE SHIP ACCOMODATIONS ARE DOWN BY NEARLY 70 PERCENT BECAUSE THERE'S ONLY ONE CRUSIE SHIP IN AND OUT OF KAHULUI HARBOR INSTEAD OF THREE. BUT THERE'S ANOTHER TROUBLING NUMBER THAT'S GETTING THE ATTENTION OF GROUPS LIKE THE MAUI WEDDING ASSOCIATION. IN JULY COUPLES COMING TO MAUI TO GET MARRIED OR TO HONEYMOON WAS DOWN BY MORE THAN A THIRD OVER THE PREVIOUS JULY.

AN OVERVIEW OF THE REPORT SHOWS A FEW ENCOURAGING THINGS. ONE, VISITORS ARE STAYING ESSENTIALLY AS LONG AS THEY DID THE YEAR BEFORE. ALSO, THEY'RE COMING BACK. THE PERCENTAGE OF REPEAT VISITORS CONTINUES TO CLIMB. BUT THERE'S NO MISTAKEN THAT THE NEWS IS NOT GOOD FOR THE VISITOR INDUSTRY. AN AVERAGE DROP SO FAR IN 2008 OF 22 PERCENT.

THE DROP IN REVENUE THAT COMES FROM THOSE VISITORS AND THE OTHER BUSINESS GENERATED BY A WORKING ECONOMY TRANSLATES INTO LOWERED TAX REVENUE FOR THE COUNTY. TO MEET THAT ANTICIPATED SHORTFALL, MAUI MAYOR CHARMAINE TAVARES HAS ORDERED HER DEPARTMENTS TO CUST EXPENSES BY 16 PERCENT FOR THE REST OF THIS FISCAL YEAR. THE SACRIFICES WILL LIKEWLY BE HARSH - BUT NECESSARY TO COVER THE 55 MILLION DOLLARS SHORTFALL THIS YEAR - INSTEAD OF RAISING TAXES, OR MAKING DEEPER CUTS NEXT YEAR. FOR MAUI TV NEWS, I'M JEFF KING.

(ON-CAM TAG) ONE METHOD MAYOR TAVARES IS SEEKING TO EMPLOY TO CUT COSTS IS TO CUT RAISES FOR COUNTY DEPARTMENT HEADS AND DEPUTIES. THE MAY SAID SHE FELT THE AWARDING OF SUBSTANTIAL PAY INCREASES WOULD BE -QUOTE - INAPPROPRIATE - UNQUOTE, WHILE SO MANY RESIDENTS FACE JOB LOSSES OR REDUCED WORK HOURS.

J: LAST WEEK ON MAUI TV NEWS, WE BROUGHT YOU DETAILS FROM A REPORT BY THE UNIVERSITY OF HAWAII ECONOMIC RESEARCH ORGANIZATION - UHERO FOR SHORT. WELL THIS WEEK UHERO HAS ISSUED A NEW REPORT THAT LOOKS AHEAD - AT THE IMPACT ON HAWAII'S ECONOMY BY WHAT'S HAPPENING AROUND THE GLOBE.

STARTING AT THE END OF THE REPORT, THE FINDING IS THAT THE UNFOLDING GLOBAL FINANCIAL CRISES WILL CAUSE THE DEEPEST SLOWDOWN OF GLOBAL GROWTH IN MANY YEARS. THE UHERO REPORT PREDICTS THAT IN 2009, THE RICH WORLD WILL BE IN RECESSION AND DEVELOPING ECONOMIES WILL SUFFER A SHARP REDUCTION IN GROWTH RATES.

AMONG THE KEY FINDINGS: THE ANTICIPATED DEPTH AND LENGTH OF RECESSION IN THE U.S. AND JAPAN WILL CONTINUE TO HAVE A DAMPENING EFFECT ON HAWAII'S ALREADY AILING VISITOR INDUSTRY - AND THE ECONOMY OVERALL.

(FF-CG-VO) LOOKING AT THE NUMBERS, AFTER EXPANDING AT A RATE OF 3 -POINT SEVEN PERCENT IN 2007, GROWTH IN WHAT IS TERMED "REAL GROSS WORLD PRODUCT," THE BROADEST MEASURE OF GLOBAL ECONOMY, ECONOMISTS PREDICT THAT NUMBER WILL DROP THIS YEAR TO A GROWTH RATE OF JUST TWO POINT FIVE PERCENT. NEXT YEAR THAT GROWTH RATE WILL DWINDLE TO BARELY MORE THAN ONE PERCENT. AND, THE REPORT SAY, THAT NUMBER COULD DROP MORE IF THE CURRENT ECONOMIC WORLD NEWS GETS ANY WORSE.

EVIDENCE THAT A RECESSION MAY HAVE ALREADY BEGUN IS EVIDENCED BY THE FACT THAT THE OVERALL U.S. ECONOMY CONTRACTED AT AN ANNUAL RATE OF THREE TENTHS OF A PERCENT IN THE THIRD QUARTER OF 2008. THE UHERO REPORT FORECASTS A FURTHER NEGATIVE TREND IN 2009 BEFORE RECOVERY BEGINS - AND EVEN THEN RECOVERY IS EXPECTED TO BE SPORADIC FOR A WHILE.

THERE WILL STILL BE GROWTH IN THE OVERALL U.S. ECONOMY FOR THIS YEAR. THE GROSS DOMESTIC PRODUCT IS EXPECTED TO GROW ONE POINT FOUR PERCENT THIS YEAR - BUT JUST POINT-EIGHT PERCENT IN 2009. LOOKING TO THE SECOND DECADE OF THE NEW CENTURY, THE U.S. SHOULD SEE REBOUNDING GROWTH IN 2010 OF UP TO THREE PERCENT.

LOOKING AT UNEMPLOYMENT NATIONALLY, THE UHERO REPORT SAYS DON'T LOOK FOR RELIEF UNTIL THE END OF 2009. THE FORECAST IS FOR A NATIONAL UNEMPLOYMENT RATE OF EIGHT5 AND A HALF PERCENT.

(ON-CAM) THE UHERO REPORT ALSO FOCUSED ON KEY NATIONS AROUND THE WORLD AS THEIR PREPARED THEIR GLOBAL ECONOMIC FORECAST. THE ECONOMY IN JAPAN ACTUALLY BEGAN TO CONTRACT BEFORE IT DID IN THE UNITED STATES - BACK IN 2007. THE SLOWDOWN HAS TAKEN LONGER - BUT THE IMPACT HAS NOT BEEN AS SEVERE AND SUDDEN AS IN AMERICA. THE UHERO REPORT SAYS JAPAN'S GROSS DOMESTIC PRODUCT WILL CONTINUE TO DIMINISH THROUGHOUT THIS YEAR AND THAT JAPAN WILL ENDURE A RECESSION OF ABOUT A HALF-PERCENT NEXT YEAR BEFORE RECOVERY BEGINS.

THE REPORT SUMMARIZES THAT - WHAT BEGAN WITH THE SUB-PRIME MORTGAGE CRISIS MORE THAN A YEAR AGO MAY BE MINIMAL COMPARED TO THE GLOBAL CREDIT CRISIS. THE DAILY FLIGHTS FOR NOW WILL BE BETWEEN HONOLULU AND LIHUE ON KAUAI AND KONA ON THE BIG ISLAND. SERVICE TO MAUI IS SET TO BEGIN IN MARCH.

LITTLE DID HE KNOW THEN THAT BY THE TIME THEY TOOK TO THE SKIES, THERE WOULD BE JUST TWO MAJOR AIRLINES.

THE DEAL IS IN PARTNERSHIP WITH REPUBLIC AIRWAYS - THE LARGEST USER OF THESE SMALLER JETS AND TAKES OFF LESS THAN SEVEN MONTHS AFTER THE DEMISE OF LONGTIME CARRIER ALOHA AIRLINES AND HIGH-VOLUME AIR TRANSPORT ATA AIRLINES.

IN ADDITION TO HIS INVESTMENT IN THE JETS, THE LEIS INFUSION OF LASH ALSO IS HELPING TO BUILD A NEW FOUR MILLION DOLLAR HANGAR AT THE HONOLULU AIRPORT. MOKULELE HIRED SEVERAL FORMER ALOHA EMPLOYEES AND THEY'RE USING THE FORMER ALOHA COUNTERS AT THE HONOLULU AIRPORT. SPECULATION IS THAT SIMILAR CONDITIONS WILL ALSO EXIST AT KAHULUI WHEN MOKULELE JET SERVICE COMES TO MAUI.

THE ADDITION OF A NEW AIRLINE BROUGHT A SMALLER-SCALE AIRFARE WAR THIS WEEK. MOKULELE AIRLINES INAUGURAL FARES STARTED AT JUST 45 DOLLARS FOR A ONE-WAY TRIP - A PRICE WHICH HAWAIIAN AIRLINES IMMEDIATELY MATCHED. GO AIRLINES PRICE AS OF TUESDAY WAS 49 DOLLARS - A FAR CRY FROM THEIR INTRODUCTORY ONE-DOLLAR FLIGHTS LAST YEAR.

MOKULELE AIRLINES STARTED IN THE MID-90S AS A TOUR AND CHARTER AIRLINE. THEY BEGAN REGULAR SERVICE ON SEVERAL SHORT ROUTES, INCLUDING THE KAPALUA AIRPORT EARLIER THIS YEAR. AND - FOR THE MALIHINI OR VISITORS, NO THE AIRLINE IS NOT NAMED FOR THE MOKULELE HIGHWAY THAT BISECTS MAUI. MOKULELE HIGHWAY GOT ITS NAME BECAUSE IT LINES UP FAIRLY CLOSELY WITH THE FINAL APPROACH AIRPLANES USE WHEN LANDING AT KAHULUI AIRPORT. AND WHY? THE HAWAIIAN WORD FOR AIRPLANE: MOKULELE.

JY: LAST FRIDAY THERE WAS A PARTY UP AT KING KEKAULIKE HIGH SCHOOL. IT WASN'T ANYBODY'S BIRTHDAY. BUT EVERYBODY THERE WAS CELEBRATING. THEN SATURDAY NIGHT, A WHOLE BUNCH OF BUDDIES FROM CENTRAL AND UPCOUNTRY MAUI GOT TOGETHER FOR A DANCE. AND A GOOD TIME WAS HAD BY… EVERYBODY.

AND WHEN THE LIGHTS WENT DOWN - THEY WERENT ABLED OR CHALLENGED - THEY WERE ALL JUST BUDDIES HAVING FUN.
