COUNTY, STATE AND FEDERAL CREWS WERE ON MAUI THIS WEEK TO ASSESS DAMAGE AND PROJECT COSTS TO RESTORE THE ISLAND AS MUCH AS THEY CAN. ON THE SUMMIT OF HALEAKALA, 80-MILE AN HOUR WINDS TORE A PORTION OFF THE ROOF OF THE SUMMIT VISITOS CENTER. SLIDING SANDS TRAIL SLID SEVERELY - OPENING A FISSURE THREE FEET DEEP. OF COURSE THE REAL DAMAGE REPAIR WILL HAVE TO COME IN TIME WHEN NATURE RESTORES THE BEACHES.

THEN THERE'S THE JOB OF MOVING ALL THAT DIRT THAT CAME DOWN FROM UPCOUNTRY. CIVIL DEFENSE OFFICIALS SAY PART OF THE RECORVERY PLAN IS TO SEPARATE THE DEBRIS. RATHER THAN JUST TAKING EVERYTHING TO THE LANDFILL - THE GREEN WASTE WILL BE SEPARATED FROM MUD AND GRAVEL AND PROCESSED AS USUAL. THAT MUD AND GRAVEL WILL HAVE TO BE SEPARATED FROM THE VALUABLE SOIL, AND STORED SEPARATELY. OF COURSE ALL OF THAT HAPPENES AFTER THEY SEPARATE MUD DEBRIT, DIRT AND GRAVEL FROM THE PILES OF ABANDONED CARS THAT HAVE CLOGGED STREAMBEDS AFTER WASHING DOWN A WAYS.

THE HAWAII SUPERFERRY MADE ITS PROMISED PRACTICE RUN TUESDAY AS A REFRESHER FOR THE CAPTAIN AND CREW - AND TO BE SURE THE TWICE-RUNAWAY BARGE WAS SUCURELY IN PLACE AND IT'S RAMPS OPERATIONAL FOR THE START OF BUSINESS TWO DAYS LATER.

KAHULUI HARBOR WAS EMPTY. WE SAW ONE MAN WALKING ALOING THE ROCKS. THE WAVES WEREN'T BREAKING AT ALL SO THE OCEAN WAS EMPTY. AND SPEAKING OF DESERTED, THE BEACH ON THE TOWN SIDE OF THE HARBOR WAS EERILY EMPTY. IF YOU DIDN'T KNOW IT, YOU JUST MIGHT THINK IT WAS JUST ANOTHER TUESDAY ALONG MAUI'S COMMERCIAL WATERFRONT.

ALL THE WORK. ALL THE MONEY. ALL THE HYPE AND PUBLICITY. ALL THE BATTLES. ALL THE MISTAKES. THEY ALL LEAD UP TO AN ANXIOUS DAY THIS THURSDAY WHEN THE 350-FOOT ALUMINUM CATAMARAN BEGINS SERVICE. (vo) COUNTY COUNCILMEMBER MICHELLE ANDERSON'S "SHOW ME THE WATER" BILL PASSED LAST FRIDAY ON A 7 TO NOTHING VOTE. THE NEW MEASURE - IF SIGNED BY THE MAYOR - WILL REQUIRE DEVELOPERS TO PROVE THERE IS ADEQUATE WATER AVAILABLE BEFORE THEY CAN EXPECT TO RECEIVE APPROVAL ON FUTURE ZONING CHANGES. THE BILL WAS ORIGINALLY INTRODUCED BY THEN-COUNCILMEMBER DAIN KANE THREE YEARS AGO, AND HAS BEEN A TOP PRIORITY OF COUNCILMEMBER ANDERSON SINCE SHE TOOK OVER THE SOUTH MAUI SEAT.

WHILE THE IDEA MAY SEEM COMPLETELY LOGICAL, OPPONENTS SAY IT'S A CRUSHING BLOW TO FUTURE DEVELOPMENT - NOT JUST BECAUSE IT'S AN EXTRA AND EXPENSIVE STEP TO ADD TO THE PROCESS, BUT BECAUSE OF THE RED TAPE INVOLVED. THE NEW MEASURE REQUIRES DEVELOPERS TO RESERVE WATER METERS BEFORE THEY CAN APPLY TO USE THEM - AND THEY SAY THE METER RESERVATIONS COULD EXPIRE BEFORE COUNTY AGENCIES COMPLETE THEIR REVIEW OF ANY NEW PLANS.
