J: AND IN A WEEK WHEN TRAGEDY STRUCK ON MAUI ROADS, THE COUNTY TAKES THEIR ROADSIDE EMERGENCY PHONES OFF THE HOOK.

(Turn to cam) DEMOCRATIC PART OFFICIALS ALMOST COULDN'T HANDLE THE LOAD OF VOTERS SIGNING UP TO TAKE PART IN TUESDAY'S CAUCUSES. MAUI TV NEWS REPORTER JEFF KING BRINGS US THE STORY.

(Take Caucus Pkg) SINCE IT WAS A DEMOCRATIC PARTY CAUCUS AND NOT AN ELECTION, LAST-MINUTE CAMPAIGNING WAS OK OUTSIDE BALDWIN HIGH SCHOOL. AS CROWDS STARTING SHOWING UP - EARLY - AND IN MASSE - YOU JUST HAD A SENSE SOMETHING HISTORIC WAS TAKING PLACE. MAUI COUNTY COUNCILMEMBER MIKE VICTORINO IS NOT AN ELECTION OFFICIAL, BUT HE HELPED WHERE HE COULD TO ESTABLISH A BIT OF ORDER, AND HE EXPLAINED HOW IT WORKS;

MV01:"Basically it works like this. If you're a registered Democrat, you get in line - get an orange card. Find your district, go inside and sit down. At seven o'clock they'll hand you your ballot. You vote and you're done for the evening."

WHILE THAT SOUNDED SIMPLE ENOUGH, A LOT HAD TO HAPPEN BEFORE FOLKS COULD VOTE. IF NOT REGISTERED, THEY COULD SIGN UP FOR THE DEMOCRATIC PARTY THAT NIGHT - AND MANY DID - THEN THEY HAD TO FIND THEIR PLACE INSIDE, AND SIT WITH OTHER MEMBERS OF THEIR VOTING PRECINCT. STILL, MANY WEREN'T REALLY SURE WHAT WOULD HAPPEN NEXT.

MV02: "This is a caucus for the Democrats in Maui County to say who they want as their candidate in the 2008 Presidential election - the Democratic candidate."

DEMOCRATIC PARTY OFFICIALS WERE CONFIDENT THAT THEY WOULD EXCEED THE OLD STATEWIDE RECORD OF 5,000 CAUCUS ATTENDEES. WHAT THEY DIDN'T KNOW WAS TAT NUMBER BE FAR EXCEEDED - IN MAUI COUNTY ALONE. STATEWIDE, MORE THAN 37,000 SHOWED UP TO MAKE THEIR WILL KNOWN. AS AN ALMOST FULL MOON ROSE AND THE LIGHTS CAME ON, PEOPLE WERE STILL SIGNING UP AND FILING IN TO THE CAFETERIA HERE AT BALDWIN.

"ORDERED CHAOS" WAS THE TERM OF THE NIGHT ACROSS MAUI COUNTY AS PEOPLE WAITED - IN MOST CASES PATIENTLY - TO GET ONE OF THESE, A CAUCUS BALLOT TO BE CAST ON THE NIGHT OF THE BIGGEST TURNOUT EVER. AMAZINGLY, EVEN ELBOW TO ELBOW, IT WAS ALMOST A PARTY ATMOSPHERE AMONG THESE MEMBERS OF THE DEMOCRATIC PARTY. FINALLY, AT SEVEN O'CLOCK, AFTER INSTRUCTIONS WERE SHOUTED OUT, AND CAUCUS CAPTAINS MADE SURE EVERY WAS SIGNED IN AND HAD THEIR ORANGE TAGS, THE BALLOTS WERE HANDED OUT AND EVERYONE INSIDE GOT TO DO WHAT THEY CAME TO DO.

WHILE IT MIGHT HAVE BEEN EASY TO SNEAK IN A FEW EXTRA BALLOTS, THERE WAS A SENSE THAT THE HONOR SYSTEM WAS THE WAY OF THE NIGHT. AND IT WAS NIGHT AS THE BRIGHT FEBRUARY MOON SHONE DOWN ON HUNDREDS LEAVING; THERE WERE HUNDREDS MORE STILL COMING. THE DEMOCRATIC PROCESS AT THE DEMOCRATIC CAUCUS DREW THRONGS OF HISTORICAL PROPORTIONS.

KA01: "The thing to remember, February 19, is a day to remember in Maui County. Never in my 30 years in politics have I seen anything like this and it's a great thing. A really great thing."

JAMES, KIMO APANA, FORMER MAUI COUNTY MAYOR AND NOW MAUI CHAIRMAN OF THE CLINTON CAMPAIGN SAYS COMPETITION WAS OVERSHADOWED BY THE MAGNITUDE OF IT ALL.

KA02: "I believe whoever wins the democratic nomination will have a lot of support from here in Maui County."

HEADING HOME TOOK A LITTLE EXTRA TIME, AND WHILE THESE VOTERS DIDN'T KNOW AT THE TIME THAT THEY HAD OVERWHELMINGLY FAVORED BARACK OBAMA AT THIS AND ALL CAUCUSES ACROSS HAWAII, THIS WAS POSSIBLY A CHANCE TO REFLECT AND PONDER THE HISTORIC SIGNIFICANCE OF THIS NIGHT. (on-cam tag) IN CASE YOU'RE WONDERING, THE REPUBLICAN PARTY ALSO HOLDS CAUCUSES. IN FACT THEY ALREADY HAVE. REPUBLICAN CAUCUS MEETINGS TOOK PLACE THE LAST WEEK IN JANUARY AND THE FIRST WEEK IN FEBRUARY. THEY WILL NOT SELECT THEIR CANDIDATE UNTIL THE STATE REPUBLICAN CONVENTION IN MAY.

J: THIS YEAR'S DEMOCRATIC RACE FOR THE PRESIDENTIAL NOMINATION GAVE THE ALOHA STATE SOME REAL CLOUT FOR THE FIRST TIME SINCE STATEHOOD. AND THE TWO LEADING CANDIDATES SENT THEIR "A TEAM" PLAYERS AHEAD TO STUMP FOR THEM.

WITH THE CAUCUS STILL AHEAD OF THEM LAST WEEKEND, CAMPAIGN SUPPORTERS TURNED OUT IN FORCE IN TWO VERY DIFFERENT MOODS. ON SATURDAY, BARACK OBAMA'S HALF-SISTER MAYA SOETORO-NG ADDRESSED A GROUP OF POLITE SUPPORTERS AT MAUI TROPICAL PLANTATION, WE ASKED HER WHAT ADVICE SHE HAD FOR VOTERS - WHO WERE STILL UNDECIDED - about why they should vote for her brother.

maya: "What we need is an element of greatness and he has greatness. I would reach out to Americans - and especially people in Hawaii - and urge them to stand up, reach higher, dare them to find a different shape and texture for our national leadership and for our future."

WHILE THERE WERE CAMPAIGN SIGNS AND SIGN WAVERS AT THE SATURDAY'S OBAMA GATHERING - SUNDAY WAS A SHARPLY DIFFERENT MOOD AT THE DAVID TRASK BUILDING IN WAILUKU. MUSIC AND BANNERS AND ALMOST A PARTY ATMOSPHERE CAME WITH THE FREE LUNCH AND THEN, WHEN DEMOCRATIC CANDIDATE HILLARY CLINTON'S DAUGHTER CHELSEA SHOWED UP, IT WAS MORE LIKE A ROCK CONCERT THAN AN ELECTION RALLY. A HUGE MEDIA PRESENCE. THE FORMER FIRST DAUGHTER WAS IMMEDIATELY IMMERSED IN LEI, THEN - BUOYED BY SUPPORT FROM THE CROWD - EVEN TRIED TO SWAY THE GROUP WITH A LITTLE HULA. FLANKED BY MAUI'S STATE SENATORS, CLINTON'S COMMENTS WERE BRIEF

CC01: "Thank you for coming out to support my mom. I'm sorry if I embarrassed you with my hula. (haha".

AFTER A FEW STIRRING WORDS, THE RALLY ENDED AS QUICKLY AS IT STARTED - ON A WEEKEND WHERE MOMENTUM WAS BUILDING TOWARD A NOTABLE NIGHT COMING UP ON TUESDAY.

(Newt in Town)(PiP-Newt Gingrich)

JY: AND HE WASN'T RUNNING FOR OFFICE BUT THE MAN WHO WAS ONCE JUST TWO SEATS AWAY FROM THE TOP OFFICE WAS ALSO HERE THIS WEEK. MAUI TV NEWS CAUGHT UP WITH NEWT GINGRICH FRIDAY NIGHT AT BORDERS BOOKS IN KAHULUI.

LAST FRIDAY NIGHT, A RELAXED AND TAN NEWT GINGRICH SMILED, POSED FOR PICTURES AND SIGNED COPIES OF HIS NEW BOOK, "REAL CHANGE" AT BORDERS BOOKS AND MUSIC IN KAHULUI. TEN YEARS AGO ON THIS NIGHT, AS SPEAKER OF THE HOUSE, HE WAS THE THIRD-HIGHEST RANKING OFFICIAL IN THE UNITED STATES. ON THIS NIGHT, HE'S A FAMOUS TOURIST WHO - WITH HIS WIFE CALLISTA, GRACIOUSLY TOOK TIME TO MEET HIS FANS AND SUPPORTERS - AND HE TOLD MAUI TV NEWS WHY, LAST FALL, HE DECIDED NOT TO RUN FOR PRESIDENT

Newt Gingrich, Author, Former Speaker of the House

NG01: "This wasn't the right year. Part of the reason for writing 'Real Change' was to lay the base for an entire new way of thinking about solutions. And we're developing a program called American Solutions which is online at American solutions dot com. We're trying to think things through. If we're going to survive as a country over the next 50 years, what are the changes that we have to have?"

GINGRICH SAID THAT - WHILE IS NOT CAMPAIGNING ON ANYONE'S BEHALF, HE DOES EXPECT THE TICKET THIS FALL TO BE JOHN MCCAIN VERSUS BARACK OBAMA AND ADDS THAT THE NATION IS PROBABLY READY FOR A DEMOCRATIC PRESIDENT.

NG02: "Yeah I think people want real change. I think that, unless Senator McCain can communicate that he is for a more effective change than Senator Obama, he's a huge disadvantage. I don't think this is a traditional left-right election, I think this is a 'change' versus unacceptable status quo election."

(on-cam tag) GINGRICH SURPRISED AND DISAPPOINTED SUPPORTERS LAST FALL BY ANNOUNCING HE WOULD NOT SEEK THE REPUBLICAN NOMINATION FOR PRESIDENT. HE SAYS, HOWEVER, HE IS CONSIDERING MAKING A RUN AT THE TOP OFFICE IN 2012 OR 20-16.

J: AND IT WAS WHALES OF ALL SHAPES AND SIZES, ALONG WITH MUSIC AND PERFECT WEATHER THAT DREW RECORD CROWDS TO WHALE DAY IN KIHEI. HIGHLIGHTS WHEN MAUI TV NEWS CONTINUES.

JY: TWO TRAGIC ACCIDENTS HAPPENED JUST AN HOUR APART EARLY MONDAY MORNING. IN ONE ACCIDENT, AN ELDERLY PUKALANI MAN HIT A HORSE THAT HAD WANDERED ONTO KULA HIGHWAY. NEITHER THE DRIVER NOR THE HORSE SURVIVED. AN HOUR BEFORE THAT, FOUR TEENAGERS IN A PICKUP TRUCK WERE SERIOUSLY INJURED WHEN THE TRUCK HIT AN EMBANKMENT, FLIPPED AND SKIDDED ACROSS HONOAPIILANI HIGHWAY NEAR KAPAULA.

IRONICALLY, MONDAY WAS ALSO THE DAY THAT EMERGENCY ROADSIDE PHONES MAINTAINED BY THE COUNTY OF MAUI WENT DEAD.

(vo) THE PHONES ARE ON AN ANALOG SYSTEM AND THE PHONE SYSTEM WAS SWITCHED TO AN ALL-DIGITAL OPERATION BEGINNING MONDAY. THERE ARE FIFTY-ONE EMERGENCY ROADSIDE PHONES IN MAUI COUNTY. NOW, TWENTY-TWO OF THEM DON'T WORK. THE OTHER 29 PHONES ARE MAINTAINED BY THE STATE OF HAWAII AND WERE SWITCHED TO THE NEWER DIGITAL SYSTEM THREE YEARS AGO.

(on-cam tag) POLICE TELL MAUI TV NEWS THAT THERE IS NOT A TARGET DATE WHEN THE COUNTY'S PHONES WILL BE OPERATIONAL AGAIN. THEY ALSO ACKNOWLEDGE THAT USE OF THE EMERGENCY PHONES HAS DROPPED STEADILY SINCE ADVENT OF PERSONAL CELL PHONES. AND, BECAUSE OF THAT, WHEN THEY DO UPGRADE THE COUNTY'S EMERGENCY PHONES TO DIGITAL, LOOK FOR MORE OF THEM BETWEEN KAHULUI AND HANA WHERE NORMAL CELL PHONE RECEPTION IS POOR. IN ADDITION TO COUNTY AGENCIES, NON-PROFIT ORGANIZATIONS AND LOCAL BANKS, DAVID ALSO INVITED TWO OF HIS CLIENTS TO PARTICIPATE. MAUI TV NEWS WAS ONE OF THOSE CLIENTS.

DF02: "One of the reasons we're here today is we want more people to know about Maui TV News. Not everybody reads the paper, so it's good to have a face-to-face and talk story so that's what's going here."

GK01: "I think it is. You'd think after 28 years we'd figure it out. It's just a great annual event for the residents and the visitors here to Maui."

AND IT SEEMS TO GET BIGGER AND BETTER - EVERY YEAR SINCE 1980.

GK02: "A couple of years ago Maui Time voted this the best event on maui. I ran into a travel writer who has published about a dozen travel guides and he said it's not the best event on Maui - it's the best event in all of Hawai'i."

ONE OF THE PHILOSOPHIES OF AN EVENT LIKE THIS IS TO MAKE IT BETTER EVERY YEAR...ALTHOUGH IT WOULD TOUGH TO DO SOMETHING LIKE CUT THE ADMISSION PRICE IN HALF.

GK03: "It's hard to cut free in half. But to me a successful fundraiser has to be a fun-raiser. It has to be fun. From parade, food booths, games, toys, displays, exhibits, it allows people in Kihei to come out, have fun, reclaim Kalama park and it's all happening right here while the whales are right out there and they've been frolicking all day long."

KAUFMAN SAYS THE ARE A FEW ADDITIONS THIS YEAR...LIKE A FANCIER STAGE WHERE FAVORITE ARTISTS LIKE JOHN CRUZ ARE UP CLOSE AND PERSONAL...AND MORE EXHIBITORS SUPPORTING THE ENVIRONMENT AND CULTURE THAN EVER BEFORE. BEYOND THAT, HE ADDS WORD OF MOUTH IS THEIR BIGGEST ADVERTISING TOOL.

THIS TIME OUR EXCUSE IS MID-WINTER BREAK FOR THE MAUI INTERSCHOLASTIC LEAGUE. FOOTBALL, BASKETBALL, SOCCER, VOLLEYBALL AND SWIMMING ARE IN THE HISTORY BOOKS... TRACK SEASON FIRES UP IN A FEW WEEKS AND M-I-L GOLF STARTS THIS WEEK, BUT THIS WEEKEND IT WAS QUIET.

QUIET, THAT IS, UNTIL YOU START ASKING AROUND THE M-I-L AND KING KEKAULIKE HIGH SCHOOL ABOUT THEIR PADDLING COACH. IOKEPA NAEOLE RESIGNED ABRUPTLY LAST FRIDAY - THE DAY BEFORE THE FINAL M-I-L PADDLING REGATTA OF THE SEASON.

(VO) HIS TEAM, SEEN HERE IN LAST WEEK'S RACES AT KALAE POHAKU, WAS COACHED BY KEKUPAA NAEOLE, THE COACH'S SON - A 2005 KING K GRADUATE. IN A POWERFUL FINISH IN THE BOYS RACE, KING K CLINCHED A STATE BERTH WITH THEIR FOURTH VICTORY IN FIVE RACES THIS SEASON.

(ON-CAM) THE ELDER NAEOLE EMAILED HIS RESIGNATION TO THE MAUI COUNTY BOARD OF EDUCATION LAST FRIDAY AS A PROTEST OF THE DEPARTMENT'S ORDER BANNING FORMER NA ALII COACH PAUL LUUWAI FROM ANY CONTACT WITH PADDLERS FROM THE SCHOOL.

IN REALITY, THAT'S PRETTY CLOSE TO IMPOSSIBLE TO ENFORCE. LUUWAI HAS BEEN THE KEIKI PADDLING COACH FOR HAWAIIAN CANOE CLUB FOR NEARLY THREE DECADES. HE WORKS AT THE HAWAII CANOE CLUB HALE IN THE AFTERNOONS - AND KING K'S PADDLING TEAM IS ONE OF TWO THAT USE THE HALE AND HAWAIIAN'S CANOES TO PRACTICE.

ACCORDING TO A REPORT FROM ROBERT COLLIAS OF THE MAUI NEWS, MUM'S THE WORD OF WHY ANY OR ALL THIS IS HAPPENING.

MEANWHILE, BACK IN THE WATER - LAST WEEK'S SEASON-ENDING REGATTA WAS ALSO A HUGE DAY FOR KAMEHAMEHA MAUI. (VO) MAYBE IT WAS THE MEMORY OF LAST WEEK WHEN THE CHEERLEADERS THREW THEMSELVES INTO THE SPIRIT. WHATEVER IT WAS, AFTER GOING WINLESS LAST YEAR, THE VARSITY MIXED CREW OF KAMEHAMEHA WARRIORS WILL REPRESENT THE M-I-L AT STATE'S NEXT WEEK.

(FF-CG-VO) SO, FOR THE HAWAII HIGH SCHOOL ATHLETIC ASSOCIATION STATE PADDLING FINALS, THOSE UNSTOPPABLE BALDWIN LADY BEARS WILL BE A HUGE FORCE TO BE RECKONED WITH. FOR BOYS VARSITY, NA ALII ADVANCES TO STATE AND THE WARRIORS MIXED VARSITY CREW WILL REPRESENT THE M-I-L IN THAT DIVISION.

(ON-CAM) AND CONGRATULATIONS TO THE WARRIORS AGAIN.....CONGRATULATIONS, WARRIORS! THIS TIME THEY DID IT ON THE HARDWOOD. THEY HAD THEIR SKEPTICS AT THE BEGINNING OF THE SEASON AFTER WINNING THE M-I-L CROWN LAST YEAR IN BOYS VARSITY BASKETBALL - AND GOING INTO A ONE-AND-THREE SLIDE IN JANUARY. BUT THAT WAS ALL ERASED LAST THURSDAY NIGHT AS KAMEHAMEHA MAUI DEFEATED LAHAINALUNA FOR THE OVERALL M-I-L BASKETBALL CHAMPIONSHIP.

((ff-cg-vo) THOSE TWO TEAMS WILL REPRESENT THE M-I-L IN DIVISION ONE BASKETBALL IN THE STATE TOURNAMENT THIS WEEKEND AT THE BLAIDSDELL ARENA IN HONOLULU. IN DIVISION TWO, MOLOKAI AND LANAI WILL REPRESENT. FOR THE LADIES IN DIVISION ONE, THE LADY LUNAS AND THE MAUI HIGH LADY SABERS WILL BE IN THE TOURNAMENT IN THE STAN SHERIFF CENTER AND IN DIVISION TWO, THE LADY FARMERS AND SEABURY HALL SPARTAN GIRLS WILL BE IN THE TOURNAMENT.
