(Turn to cam) IT DID. MOLOKAI RANCH IS CLOSING IT'S BUSINESSES, FIRING MORE THAN A HUNDRED EMPLOYEES - AND SEALING OFF THEIR PROPERTIES. MAUI TV NEWS REPORTER JEFF KING HAS THE STORY.

BREATH TAKING VIEWS FROM SOME OF THE HIGHEST SEA CLIFFS ON EARTH...THE IRONY OF THIS IMAGE IS THAT ONCE THIS SIDE OF MOLOKAI WAS WHERE ALL THE SUFFERING OCCURRED. NOW, THE REST OF THIS BEAUTIFUL ISLAND IS IN TURMOIL OVER WHERE THE NEXT PAYCHECKS WILL COME FROM.

MONDAY'S SUPRISE ANNOUNCEMENT BY MOLOKAI PROPERTIES CEO PETER NICHOLAS HIT HUNDREDS OF FAMILIES LIKE A TON OF BRICKS. FIFTEEN WORDS THAT BRING TO AN END LIFELONG CAREERS WITH THE MOLOKAI RANCH -

CG: "Molokai Properties Limited is to shutdown its operations on Molokai at the end of March."

THE TERSE PRESS RELEASE WENT ON TO SAY THAT THE COMPANY WOULD MOTHBALL THE COMPANY'S ASSETS ON THE MORE THAN 60,000 ACRES THEY OWN - NEARLY 40 PERCENT OF THE ENTIRE EISLAND. THE DECISION COMES AFTER FIVE YEARS OF TRYING TO DEVELOP A PLAN ACCEPTABLE TO THE COMMUNITY THAT WOULD ESSENTIALLY GUARANTEE NEARLY ALL OF THAT SPACE WOULD STAY OPEN - IN PERPETUITY IF THE RANCH COULD DEVELOP SOME 613 ACRES INTO LUXURY ESTATES ON LA'AU POINT. NICHOLAS' STATEMENT SAID FIVE YEARS WAS ENOUGH

CG: "Unacceptable delays caused by continued opposition to every aspect of the Master Plan means we are unable to fund continued normal company operations, "

THERE ARE OTHER JOBS ON MOLOKAI. THE ISLAND IS AT THE FOREFRONT OF REESTABLISHING AQUACULTURE AT SEVERAL FISHPONDS, AND THERE ARE COMMERCIAL LIMU HARVESTING OPERATIONS ON THE SOUTH SIDE. BUT IT'S THE "CIVILIZED" JOBS, IF YOU WILL, THAT WILL BE GONE ON THE WEST END. THE MAUNALOA THEATER, THE GAS STATION THE MOLOKAI LODGE AND THE KAUPOA BEACH VILLAGE. AND THE KALUAKOI GOLD COURSE WILL LIKELY LOOK LIKE IT DID WHEN THESE IMAGES WERE CAPTURED IN 2001 - THE LAST TIME THE RANCH CLOSED THE GOLF COURSE.

WHILE NICHOLAS TAKES THE HEAT LOCALLY, THE DECISION WAS ULTIMATELY MADE BY THIS MAN, BILLIONAIRE QUEK LENG CHAN, ONE OF THE RICHEST MEN IN MALAYSIA. HIS PERSONAL HOLDINGS WERE INHERITED, AND INCLUDE AN OVERSEAS EMPIRE OF BANKS, CASINOS AND UTILITIES IN CHINA, AUSTRALIA AND ENGLAND - AS WELL AS MOLOKAI RANCH.

LAYOFFS HAVE ALREADY BEGUN AAND ARE SET TO BE COMPLETE BY APRIL 5TH. AFTER THAT, THE ISLAND'S UNEMPLOYEMENT RATE, ALREADY HIGHEST IN THE STATE AT SIX PERCENT - WILL SHOOT UP TO AT LEAST SEVEN AND A HALF PERCENT.

BUT THE PEOPLE WHO CHERISH THIS PLACE HAVE BEEN THROUGH ADVERSITY BEFORE - AND HAVE ENDURED UNEMPLOYMENT OF 20 PERCENT IN THE PAST. AND WITH ALL THERE IS TO LOVE ABOUT THE INCREDIBLE ISLAND OF MOLOKAI - ONE THING IS SURE - IT WILL ALWAYS BE THE FRIENDLY ISLE. FOR MAUI TV NEWS, I'M JEFF KING.

THE STORIES ARE TRAGIC - ENTIRE .LIFE-LONG CAREERS WITH MOLOKAI PROPERTIES, UNDESCORING THE FACT THAT SO MANY WORKERS FROM MOLOKAI ARE DEDICATED, LOYAL PEOPLE. THEY'VE BEEN ON THE LOSING END BEFORE, LAST IN 2001 WHEN THE RANCH CLOSED KALUAKOI RESORT AND GOLF COURSE BECAUSE OF A POOR ECONOMY AND BECAUSE OF DROUGHT. BUT MUCH FARTHER REACHING THIS TIME, THE IMPACT MOVED MOLOKAI'S MAUI COUNTY COUNCILMEMBER DANNY MATEO TO COMMENT,

CG: "This is so unfortunate and disappointing. With it being final, it seems to be a mean-spirited conclusion to punish a community that isn't ready to deal with the type of project the company wanted. A project that didn't fit."

STATE REPRESENTATIVE MELE CARROLL, WHO 13TH DISTRICT INCLUDES MOLOKAI SAID,

cg: The 120 employees who are affected by this layoff deserve better. It is disappointing and frustrating that the Moloka'i Ranch has decided to shutdown their operation. ...These draconian measures will certainly be remembered. "

MAYOR CHARMAINE TAVARES'S COMMENTS ALSO FOCUSED ON THE PERSONAL IMPACT WHEN SHE SAID,

CG: "While I have great faith in the tenacity and resiliency of the people of Molokai, I am concerned about their economic future."

MOLOKAI PROPERTIES CEO PETER NICHOLAS, WHO HAD THE JOB OF BREAKING THE NEWS IN PERSON IN PRIVATE STAFF MEETINGS MONDAY, SAID IN HIS STATEMENT,

C: "The decision is purely a business one."

LOOKING FOR A SILVER LINING OF ANY KIND TO THE ECONOMIC CLOUDS AHEAD, THERE ARE POSITIVE THOUGHS. MAYOR TAVARES SAID,

CG: "Although the company's decision is very disheartening, this is also an opportunity where the Molokai community can look at options for sustainability that the majority of the people would wholeheartedly support. "

AND REPRESENTATIVE CARROL'S STATEMENT SAID,

CG: "Where there is tragedy, there is always opportunity, and I look forward to working with the people of Moloka'i to unite and discuss the island's future."

JY: SPENDING MORE THAN A MILLION DOLLARS A YEAR AND NOTHING TO SHOW FOR IT. THAT'S HOW MAYOR CHARMAINE TAVARES CHARACTERIZED THE RENT PAYMENTS THE COUNTY MAKES EACH YEAR FOR OFFICE SPACE OUTSIDE THE KALANA O MAUI BUILDING.

(vo) THE SINGLE LARGEST LANDLORD IS THE MAINLAND COMPANY THAT BOUGHT ONE MAIN PLAZA THREE YEARS AGO. NOW THEY RECEIVE MORE THAN A MILLION DOLLARS A YEAR IN RENT. THE COUNTY HAD THE OPPORTUNITY TO BUY THE BUILDING THREE YEARS AGO - A PLAN THEN COUNCILMEMBER TAVARES SUPPORTED. BUT THE IDEA WAS KILLED BY BUDGET COMMITTEE CHAIRMAN DAIN KANE, WHO SAID THE BUILDING NEEDED TOO MANY REPAIRS TO JUSTIFY THE 10-MILLION DOLLAR PRICE TAG, AND WOULD NOT INCLUDE THE LAND BENEATH THE BUILDING. THE COUNTY ALSO SPENDS NEARLY A MILLION DOLLARS A YEAR TO RENT SPACE IN THE DAVID TRASK BUILDING ON KAOHU STREET.

(ON-CAM) DON'T EXPECT THE PROBLEM TO GO AWAY ANY TIME SOON. RENTS HAVE BEEN CLIMBING AT AN ALARMING RATE OVER THE PAST THREE YEARS FOR OFFICE SPACE NEAR THE COUNTY BUILDING - AND A NEW BUILDING, OR EVEN AN ANNEX, WOULD STILL TAKE AT LEAST TWO YEARS TO COMPLETE.

(CIVIL DEFENSE)(PiP-Gen)

J: BUT THE MAYOR WANTS TO MOVE AHEAD - AND AS QUICKLY AS POSSIBLE - TO CORRECT WHAT SHE HAS CALLED "A MESS." MAUI COUNTY'S EMERGENCY OPERATIONS CENTER IS OLD. IT'S IN THE BASEMENT AND IF THE LIGHTS GO OUT THERE...IT COULD BE AN EVEN BIGGER DISASTER THAN THE ONE THEY'RE RESPONDING TO.

THE CENTER WAS ESTABLISHED WHEN THE BUILDING OPENED IN THE 1970S. AND TIMES HAVE CHANGED.

CG01: "Since the 70s, as most people realize, the technology has changed drastically. We now rely on more wireless, electronic digital technology more than ever before."

IINUMA SAYS THE POST-9-11 ERA HAS ALSO ADDED A NEW LEVEL OF SECURTITY REQUIREMENTS AS WELL AS SECURITY PRECAUTIONS AND THE EXISTINT SYSTEM JUST DOESN'T HAVE THE ROOM OR CAPACITY TO ADEQUATELY MEET A SECURITY DISASTER HEAD-ON.

GI02: "Also, a big issue is - the population has grown so much in recebnt years and it will continue to grow, so how do we accomodate that kind of growth. Should there be a situation where we had to accomodate that size of population with our mutual aid partners at state and federal levels, this facility is way too small to hadle that."


(ON-CAM) WHILE THE MAYOR'S BUDGET PROPOSAL OF A MILLION DOLLARS TOWARD A NEW EMERGENCY CENTER IS A GOOD START, STATE AND FEDERAL FUNDS WOULD ALSO BE NEEDED TO COVER THE COST OF 21ST CENTURY EMERGENCY RESPONSE TECHNOLOGY.

TBR01: "The idea behind Na Hale O Maui Community Land Trust is that it is an affordable land trust. And the way that works is that you separate the price of the land from the cost of the house. The house can purchased and the land is owned by na Hale O Maui, and is leased to the family in perpetuity for 99 years and can be passed down to heirs as well."

IF THE IDEA SOUNDS FAMILIAR IT SHOULD. LEASE HOLD PROPERTY PURCHASES ARE FAIRLY COMMON IN HAWAII. NA HALE O MAUI WAS FORMED TO MAKE HOME BUYING NOT ONLY MORE AFFORDABLE FOR FIRST-TIME BUYERS, BUT ALSO SAFER FOR LENDERS.

(ff-CG-vo) CENTRAL AND SOUTH MAUI WATER USE INCREASED ABOUT THE SAME AMOUNT AS DID UPCOUNTRY USE. EVEN WITH AVERAGE RAINFALL, EAST MAUI WATER USE WAS STILL UP SLIGHTLY. MOLOKA'I WAS UP EVER SO SLIGHTLY. OVERALL THE COUNTY USED ABOUT 300 THOUSAND GALLONS A DAY MORE THAN THE PREVIOUS WEEK.

(ON-CAM) EVEN WITH RAINS OF EAST MAUI, UPCOUNTRY USE CAUSE THE DEPARTMENT OF WATER SUPPLY TO PUMP WATER UP FROM THE KAMOLE WIER AT HAILIMAILE TO THE LOWER KULA SYSTEM. WATER DEPARTMENT DIRECTOR JEFF ENG ISSUED A REMINDER THAT THE VOLUNTARY CUTBACK IS STILL IN EFFECT AND - IF USE DOESN'T LEVEL OFF, COULD BE UPGRADED TO A MANDATORY CUTBACK.

J: SNORKEL CRUISE CUSTOMERS GOT THEIR MONEY'S WORTH ON A RECENT SATURDAY TRIP TO MOLOKINI - BIG TIME. AND WE MEAN BIG TIME.

(FF-VO-CG) A WHALE SHARK SWAM UP TO SNORKELERS AND DIVERS ON MARCH 8TH INSIDE THE CRESCENT AND PLAYED FOR MORE THAN AN HOUR BEFORE SLOWLY AMBLING AWAY. THESE BREATH-TAKING PICTURES WERE SHOT BY MAUI DIVER AND UNDERWATER PHOTOGRAPHER ROY BENDELL OF KIHEI. BENDELL TOLD MAUI TV NEWS THAT, IN 30 YEARS OF DIVING MOLOKINI, THIS WAS HIS THIRD ENCOUNTER WITH A WHALE SHARK - A CREATURE THAT DOES EAT LARGER FISH, BUT PRIMARILY DINES BY FILTER FEEDING TINY CRILL - AND POSES NO THREAT TO HUMANS. THAT'S APPARENT BY THESE PHOTOS. BENDELL TOLD US HE WAS ABLE TO ACTUALLY REMOVE SOME OF THE PARASITES FROM AROUND THE SHARK'S MOUTH WHILE IT HELD STILL. PRETTY HARD TO IMAGINE FOR A CREATURE THAT CAN GROW TO NEARLY 60 FEET IN LENGTH. HE SAYS WHALE SHARKS SHOW UP AROUND MOLOKINI ABOUT ONCE A YEAR.
