(VO) SELECTED MORE THAN 150 YEARS AGO AS THE IDEAL REMOTE SITE TO BANISH PEOPLE WHO HAD CONTRACTED THE HIDEOUS AND DISFIGURING DISEASE OF LEPROSY, THE PENINSULA HAS ALWAYS BEEN AN OUTPOST ALL OF IT'S OWN. IN FACT, ESCAPE FROM KALAUPAPA WAS NEARLY IMPOSSIBLE WITH SHEER CLIFFS SHOOTING UP NEARLY A THOUSAND FEET. IT'S A LITTLE KNOWN FACT THAT, EVEN TODAY, THE PENINSULA OF KALAWAO IS ACTUALLY A SEPARATE COUNTY FROM THE REST OF MOLOKA'I - WHICH IS PART OF MAUI COUNTY.

(ON-CAM) OVER THE LAST YEAR MUCH HAS HAPPENED THAT HAS RAISED AWARENESS OF THE HISTORY AND LEGACY OF THE MEMORABLE KALAUPAPA PENINSULA. AFTER A LENGTHY SERIES OF ATTEMPTS, LAST AUGUST THE HAWAII STATE LEGISLATURE ISSUED A FORMAL APOLOGY TO THE REMAINING RESIDENTS OF KALAUPAPA, ACKNOWLEDGING THE FACT THAT - EVEN THOUGH THE CURE FOR LEPROSY - NOW CALLED HANSENS' DISEASE - WAS DISCOVERED IN 1948, NEWLY DIAGNOSED VICTIMS WERE STILL BANISHED THERE UNDER STATE LAW UNTIL 1969. MAUI STATE SENATOR J. KALANAI ENGLISH PERSONALLY DELIVERED THAT APOLOGY LAST SUMMER.

KE01: "The circle is getting completed. I'm on the board of KA 'Ohana O Kalaupapa, the non-profit that will receive the funding to build the memorial. We've been working on this for the last four years with the former patients at Kalaupapa and the families there on what type of memorial we would like to build, how we want the memorial to look and what messages we want to convey to future generations. So, we've had a lot of people working very hard on this and this is a fruition. Getting the funding is just the beginning. Now it's implementing and making it all work. So it's a long road ahead."

AND THIS WEEK COMES THE NEWS THAT THE LONG-AWAITED MEMORIAL TO THE MORE THAN 8,000 PEOPLE WHO DIED AT THE KALAUPAPA SETTLEMENT IS FINALLY A REALITY. WHERE EACH IS BURIED IS A SOMETHING OF A MYSTERY. OF THE 8,000 GRAVES - ONLY ABOUT 13-HUNDRED ARE MARKED. FROM THIS POINT, THE GROUP KA 'OHANA O KALAUPAPA TAKES OVER. THE LOCALLY-FORMED GROUP IS TASKED WITH COMING UP THE DESIGN AND FUNDING FOR A MEMORIAL. AND, ANY INSCRIPTION ON THE MEMORIAL WILL HAVE TO BE APPROVED BY THE SECRETARY OF THE INTERIOR.

A PRESS RELEASE FROM CONGRESSWOMAN MAZIE HIRONO'S OFFICE NOTED THAT THE BILL WAS PART OF THE PASSAGE OF A MUCH LARGER PIECE OF LEGISLATION - THE OMNIBUS PUBLIC LAND MANAGEMENT ACT OF 2009.

J: HAWAIIAN RIGHTS ARE AT THE CORE OF A DISPUTE BETWEEN THE STATE OF HAWAII AND A HAWAIIAN SOVEREIGNTY GROUP CALLING ITSELF ‘FREE HAWAII.’ THIS WEEK THE FIRST CIRCUIT COURT DISMISSED FELONY CHARGES AGAINST SIX OF THE SEVEN MEMBERS OF THAT GROUP THAT BARRICADED THEMSELVES INSIDE THE GROUNDS OF THE IOLANI PALACE LAST YEAR.

JUDGE RICHARD POLLACK RULED THAT THE STATE LACKED SUFFICIENT EVIDENCE TO HOLD SIX OF THE SEVEN SUSPECTS ON FELONY CHARGES OF BURGLARY. HOWEVER, THE JUDGE RULED THAT THERE ARE SUFFICIENT GROUNDS TO CHARGE JAMES AKAHI, ALSO KNOWN AS AKAHI NUI, WITH FELONY BURGLARY. THE GROUP TOOK OVER THE PALACE ON STATEHOOD DAY, ON AUGUST 21ST, 2008 AND WERE COAXED INTO SURRENDERING LATER THAT NIGHT. LAST WEEK ON THE ANNIVERSARY OF THE SIGNING OF THE ADMISSIONS ACT MAKING HAWAII THE 50TH STATE, IOLANI PALACE WAS QUIET. THAT WAS DUE, IN PART, TO THE FACT THAT IOLANI PALACE WAS NOT AND WILL NOT BE AN OFFICIAL VENUE TAKING PART IN THE 50TH ANNIVERSARY OF HAWAII'S STATEHOOD.

HC: THE BAD NEWS IS THAT THERE HAVE BEEN - AND WILL CONTINUE TO BE - TRAFFIC TIE-UPS ON SEVERAL MAJOR MAUI ROADWAYS. THE GOOD NEWS IS THAT IT MEANS JOBS FOR HIGHWAY CONSTRUCTION WORKERS. THE STATE DEPARTMENT OF TRANSPORTATION ISSUED CAUTIONS FOR SEVERAL PROJECTS THAT MAUI MOTORISTS SHOULD NOTE.

(VO) ALONG PI'ILANI HIGHWAY IN KIHEI WORK WILL CONTINUE TO NARROW TRAFFIC DOWN TO ONE LANE IN EACH DIRECTION FOR SEVERAL WEEKS TO COME. THE PROJECT BEGAN BACK AT UWAPO STREET AFTER THE WIDENING OF MOKULELE HIGHWAY WAS COMPLETED. THIS WEEK THE BOTTLENECK IS BETWEEN OHUKAI AND KA ONO ULU STREETS, AND THE ROADWORK WILL CONTINUE EASTWARD UNTIL IT REACHES WAILEA IKI ROAD. TO MINIMIZE TRAFFIC IMPACT, ROAD CREWS ARE WORKING DAILY BETWEEN 8-30 A.M. AND 3 P.M.

(ON-CAM) OTHER HIGHWAY PROJECTS INCLUDE THE CONTINUE LAYERING PROJECT ON HALEAKALA HIGHWAY BETWEEN FIREBREAK ROAD AND THE PUKALANI CUTOFF. ROAD CREWS ARE APPLYING A FIVE-INCH LAYER OF CONCRETE OVER THE ASPHALT BASE - A PROJECT THAT SHOULD EXTEND THE LIFE OF THE HIGHWAY FOR MORE THAN 30 YEARS. PHASE ONE OF THE PROJECT FOCUSED ON THE LOWER PORTION OF THE ROAD. THIS WEEK CREWS ARE WORKING BETWEEN KEAHUA JUNCTION AND HALI'IMAILE ROAD. AGAIN, ROAD CREWS ARE DOING THEIR WORK DURING NON-RUSH-HOUR TIMES - THAT IS, BETWEEN 8:30 A.M. AND 3 P.M.

MORE PAVEMENT RESURFACING IS GOING ON THIS WEEK ALONG PU'UNENE AVENUE BETWEEN KA'AHUMANU AVENUE AND KUIHELANI HIGHWAY. THE WORK IS ALSO BEING DONE DURING DAYLIGHT HOURS - AND PORTIONS OF THE WORK ARE ALSO BEING COMPLETED NIGHTLY, BETWEEN 9:30 p.m. AND 5 A.M.

IN ADDITION COUNTY AND STATE ROAD CREWS ARE RESURFACING PORTIONS OF THE KAMEHAMEHA THE FIFTH HIGHWAY ON MOLOKA'I. WORK THERE IS BEING DONE DAILY BETWEEN 7:30A.M. AND 5 P.M. BETWEEN MILE MARKERS TWO AND FOUR.

AND IN A TRAFFIC-RELATED STORY, LIEUTENANT GOVERNOR DUKE AIONA WILL BE ON MAUI TOMORROW MORNING AT 10 A.M. FOR THE OFFICIAL GROUND BREAKING ON THE LONG-AWAITED LAHAINA BYPASS. ALTHOUGH PRELIMINARY WORK HAS ALREADY BEGUN, THE NEWS CONFERENCE AND BLESSING FRIDAY WILL MAKE IT OFFICIAL.

(MAUI ROBOTICS)(PiP-Robot Competition)

J: MAUI NO KA OI...TECHNO-WISE TOO. THIS PAST WEEKEND, THE ROBOTICS TEAM FROM MAUI HIGH SCHOOL - AFFECTIONATELY KNOWN AS "BLUE THUNDER," JOINED FORCES WITH MCKINLEY, MOANALUA AND WAILUA HIGH SCHOOLS TO CAPTURE FIRST PLACE IN THE FIRST ROBOTICS COMPETITION IN FRONT OF AN APPRECIATIVE CROWD AT THE STAN SHERRIFF CENTER IN HONOLULU.

(FF-CG-VO) THE MAUI TEAM IS THE FIRST EVER TO NOT ONLY REACH THE FINALS - BUT WIN IT. NOW THEY'RE PREPARING FOR A SHOT AT THE WORLD TITLE. THAT MATCHUP WILL BE HELD IN ATLANTA NEXT MONTH. THESE HAPPY FACES REPRESENT JUST THE SECOND YEAR THE MAUI TEAMS HAVE TAKEN PART IN THE INTERNATIONAL TOURNAMENT. HERE ARE SOME OF THE SCENES FROM LAST YEAR'S COMPETITION - WHICH WAS NO EASY TASK.

(on-cam) TO WIN, THE MAUI-MCKINLEY-MOANALUA-WAILUA ALLIANCE COMPETED WITH MORE THAN A THOUSAND STUDENTS FROM HAWAII, THE MAINLAND, MEXICO AND THE PHILIPPINES. THE GOAL OF THE COMPETITION IS TO DEMONSTRATE CREATIVITY, INGENUITY, CRITICAL THINKING SKILLS AND THE KNOWLEDGE OF SCIENCE, TECHNOLOGY ENGINEERING AND MATH, OR "STEM." THE GOAL WAS TO MANEUVER THEIR HOME-BUILT BOTS IN GAMES OF SKILL AND MECHANICAL PROWESS. THEY COMPETED AGAINST EACH OTHER AND AGAINST THE CLOCK.

INCIDENTALLY, IT SHOULD BE POINTED OUT THAT THE TEAM FROM BALDWIN HIGH SCHOOL MADE IT ALL THE WAY TO THE SEMI-FINALS. THE THEME THIS YEAR - AND ONE THAT DOESN'T SEEM SURPRISING - WAS “LUNACY." AND IT COMMEMORATES THE 40TH ANNIVERSARY OF MAN'S LANDING ON THE MOON IN 1969.

BUT FOR THOSE FEW WHO WERE THERE, THE MORNING OF APRIL FOOLS DAY IN 1946 IS AS VIVID TODAY AS IT WAS THEN. THAT WAS 63 YEARS AGO YESTERDAY. THESE GRAINY IMAGES OF THE ONSET OF SURGING WAVES AT HILO ON THE BIG ISLAND CAME JUST BEFORE THE LOSS OF LIFE BEGAN. A 7.4 EARTHQUAKE IN ALASKA SENT A SWELL HURTLING TOWARD HAWAII AT SOME 500 MILES PER HOUR. THE WAVES BEGAN REACHING NORTH AND EAST SHORES AROUND 8 A.M. HAWAII TIME. WHEN IT WAS OVER, 14 PEOPLE WERE DEAD ON MAUI AND MORE THAN 550 HOMELESS. WHAT MANY THOUGHT WAS AN APRIL FOOLS JOKE AT FIRST SOON LEARNED IT WAS NO JOKE - INDEED.

(USS PORT ROYAL)-(VO-Segue) FAST FORWARD TO APRIL FIRST, 2009. YESTERDAY THE STATE OF HAWAII DEPARTMENT OF LAND AND NATURAL RESOURCES SENT THESE IMAGES - ALONG WITH THE DEMAND FOR IMMEDIATE FUNDING TO THE U.S. NAVY. THIS IS THE SHALLOW REEF BED NEAR THE ENTRANCE TO PEARL HARBOR WHERE THE U.S.S. PORT ROYAL RAN AGROUND - CUTTING A TWO-ACRE SWATH THROUGH THRIVING CORAL - AND SENDING DAMAGED CORAL HEADS OUT AS FAR AS SIX TO 10 ACRES. THE HAZARD NOW IS THAT THE LIVING EXPOSED CORAL ROOTS ARE VULNERABLE TO ALGAE AND MORE DAMAGE AS SUMMER SOUTH SWELLS ARE NOT FAR OFF.

DAMAGE TO THE BILLION DOLLAR SHIP IS ESTIMATED AT AROUND 40 MILLION DOLLARS. DAMAGE TO THE REEF IS ALMOST IMMEASURABLE - BUT YOU CAN BET THE PRICE TAG WILL BE BIG AND IT WILL BE NO APRIL FOOLS JOKE.

THE 350-FOOT ALUMINUM HIGH-SPEED FERRY SET OUT FROM PIER 19 IN HONOLULU SATURDAY AFTERNOON FOR A THREE WEEK, SEVENTY-SIX HUNDRED MILE VOYAGE. SUPERFERRY OFFICIALS SAY THEY EXPECT SMOOTHER SAILING BETWEEN HERE AND ALABAMA THAN THEY’VE ENCOUNTERED WHILE TRAVELLING TO NAVIGATE THE RELATIVELY SHORT DISTANCES BETWEEN HONOLULU AND KAHULUI FOR THE PAST YEAR.

IN A FINAL STATEMENT SATURDAY, SUPERFERRY OFFICIALS SAID, "QUIOTE ; "ALAKAI'S MOVE TO MOBILE IS TO POSITION HER FOR FUTURE EMPLOYMENT. UNFORTUNATELY, AS A RESULT OF THE SUPREME COURT DECISION, THE COMPANY DOESN’T HAVE A BUSINESS OPPORTUNITY IN HAWAII FOR THE FORESEEABLE FUTURE.
