J: ALOHA EVERYONE, AND THANK YOU FOR TUNING IN TO MAUI TV NEWS. I'M JEFF KING. THE GOVERNOR SAID IT WAS BETWEEN HER AND STATE EMPLOYEES, THEN GRUMBLED WHEN THE STATE'S FOUR MAYORS GOT TOGETHER TO SPEAK ON BEHALF OF THOSE EMPLOYEES.

(Turn to cam) BUT - IN OUR EXCLUSIVE INTERVIEW WITH MAUI MAYOR CHARMAINE TAVARES, WE LEARN THAT WHATEVER PLAN THE GOVERNOR PLANS TO PUT IN PLACE HAS TO MEET THE APPROVAL OF THOSE MAYORS. AND WE LEARNED EVEN MORE THAN THAT.

(Take Tavares Pkg) MAYOR CHARMAINE TAVARES EXPLAINED HOW AND WHY THE STATE'S MAYORS GOT INVOLVED.

CT01: "We as the Hawai'i Council of Mayors have been very involved with this wehole prpocess for months. We felt it was impoprtant for us to be part of the process because, as it's set up according to collective bargaining laws and things like that that the governor needs one vote from one of the mayors. And we decided that, rather than have each of us approached individually, that we would try to formulate a joint position and take that joint position to the governor and say 'hey, we want to work with you,' that when we get a call, we contact each otther so that we can present what all the counties need and not just an individual county."

THEY MAYOR SAID THE GOAL WAS NOT TO "GANG UP ON THE GOVERNOR."

CT02: "No, not at all. I think we've always tried to communicate to the governor that we're in this as much as the state government is in this. Even though we don't need furloughs this year or cutbacks - because all of us have completed out 2010 budgets. But we anticipate - and we are seeing - as we look ahead, we're watching what each of our counties is doing because we're already starting preparation for 2011 and we know that real property tax assessments are down so we are prepared - or are preparing - to meet that reality of fewer dollars in the real property taxes category. We also know what happened with the TAT this year and that whole struggle with the legislature and while we had the TAT retained for 2010, we don';t know what's going to happen to it in 2011, or the next year. ///"

THE NUMBER OF STATE EMPLOYEES ON MAUI AFFECTED BY WHATEVER FINAL PLAN EMERGES ISN'T INSTANTLY AVAILABLE - BUT THERE ARE A LOT OF THEM, AND THEY TOUCH VIRTUALLY ALL OF OUR LIVES.

CT03: "But you have to figure that if you count state employees that teachers are state employees, then you have all the state offices that are running that are state employees. You have the Courts that run here on Maui - That's also state employees. That's quite a number. I wouldn't be surprised if that's over a thousand."

AT THIS POINT THE MAYORS - AND THE UNIONS - ARE AWAITING THE GOVERNOR'S COUNTER PROPOSAL. AFTER THE GOVERNOR'S INITIAL ORDER FOR THREE FURLOUGH DAYS A MONTH, AMOUNTING TO NEARLY A 15 PERCENT PAY CUT, WAS STRUCUK DOWN, THE MAYORS BROKERED THE UNION'S OFFER OF AN ACROSS THE BOARD FIVE PERCENT PAY CUT. MAYOR TAVARES TOLD US THAT, DESPITE THE DISAGREEMENTS - BOTH PHILOSHOPICAL AND POLITICVAL, THERE REALLY AREN;T GOOD GUYS AND BAD GUYS.

CT04: "You know I don't think there are really any heroes or villains in this deal - maybe there's a politically correct thing to say. Quite frankyly, each entity has interests to protest - we each have our own interests to protect along the way - and still try to find a compromiuse that can meet everybody's needs- so I don't think we have heroes and villains in this thing, but I think there are, maybe, some victims, and - depending on how drastic the outcome of all of this is, there are going to be some victims that are state and county employees."///

AMONG THE FOUR MAYORS, THERE HASN'T BEEN SPECULATION ABOUT HOW ALL OF THIS WILL TURN OUT - BUT WE ASKED WHAT THE MAYOR'S CRYSTAL BALL TOLD HER.

CT05: "You know I gave up trying to predict these things a long time ago. I've usually been wrong about predictiuons and time and when things were going to happen but I think we're in the right direction and I think that's important. The other really important part that I think doesn't get played up enough is that - from the unions' point of view, they are recognizing that the entities within the state that make up state government are different. And the counties are different. And there's a difference between and among the counties. ///"

THIS KIHEI CHURCH NOW HAS A PHOTOVOLTAIC SOLAR ARRAY ON THE ROOF THAT PROVIDES ENOUGH ELECTRICITY TO RUN MOST OF THE OPERATION. AND IN SOUTH MAUI, THE DELEVELOPING MAKENA RESORT IS STARTING FROM THE GROUND UP BY MEETING BASIC NEEDS IN A VERY MODERN WAY.

KC01: " This is the first phase right now. We have a 107 KW system. After the second phase it's going to be 204 kilowatts. Part of that is the placement of these different panels, including the 498 additional panels that we're going to be putting up in the second phase. And that includes one over the clarifier. It's going to do two thingsw. It'll provide shade over the clarifier to prevent algae growth and it will provide power for the plant."

CASCO IS REFERRING TO THE WASTEWATER TREATMENT FACILITY AT MAKENA RESORT. LAST SATURDAY, DURING THE FOURTH ANNUAL HOUSE OF THE SUN SOLAR TOUR OF HOMES AND BUSINESSES, FOLKS GOT AN UP-CLOSE AND PERSONAL LOOK AT HOW SUNLIGHT IS BEING TURNED DIRECTLY INTO POWER. FROM A DISTANCE, IT'S NOT VERY SEXY - ALTHOUGH THE LOCAL DUCKS FEEL RIGHT AT HOME. WHAT'S HAPPENING HERE IS THE CORE OF A LONG-TERM PLAN TO BE A TOTALLY SELF-SUFFICNEINT COMMUNITY - AT LEAST WHEN IT COMES TO ENERGY. THEY CALL THAT "NET-ZERO."

DURING THE TOUR WE LEARNED THAT EACH SMALL SECTION OF SOLAR PANELS DOES THE WORK THAT BURNING FOSSIL FUELS WOULD DO - BIT WITHOUT THE HARMFUL EFFECT. IN FACT, THIS SMALL SECTION, EARLY LAST SATURDAY, BY CONVERTING SUNLIGHT TO ELECTRICITY, HAD PREVENTED 868 POUNDS OF CARBON DIOXIDE, THE SO-CALLED GREENHOUSE GAS, FROM EMANATING INTO THE ATMOSPHERE. BUT MAKENA RESORT WILL BE HOME TO MOSTLY WEALTHY PEOPLE WHO WILL DRIVE NEXT-GENERATION ELECTRIC CARS AND CAN CERTAINLY AFFORD AN ELECTRIC BILL, SO WHY ALL THIS EFFORT.

KC02: "One, it's definitely good for the environment. It does save money on the electric bill. And it helps Hawai'i wean itself away from importing 90 percent of its a energy from elsewhere."

AT KIHEI LUTHERAN CHURCH, THEY'RE LOOKING TO THE HEAVENS FOR AN ANSWER TO RISING UTILITY COSTS JUST LIKE THE REST OF US. AGREEING TO THE PROPOSAL FROM THEIR PV CONTRACTOR, ALL THE TECHNICAL DETAILS WERE WORKED OUT AND EXPLAINED. BUT YOU DON'T HAVE TO BE A SOLAR ENGINEER TO BE ABLE TO READ THE ELECTRIC BILL - AND THE DRAMATIC DROP IN MONTH EXPENSES. SURE, THERE WAS AN UPFRONT PRICE, BUT THE SYSTEM - AT TODAY'S E;ECTRIC COSTS - PAYS FOR ITSELF IN ABOUT SEVEN YEARS. FTER THAT, THE JUICE IS ALMOST FREE.

IMPRESSIVE. FORWARD-THINKING, BUT ONCE UPON A TIME SO WAS THE WALKMAN AND THE BETAMAX. THAT PRESENTS A CHALLENGE TO INVESTORS - BIG AND SMALL - ABOUT WHEN THE RIGHT TIME IS TO COMMIT TO ALTERNATIVE ENERGY.

KC03: "These solar panels that we're putting up right now - they are going to get more efficient. They're going to develop storage for them so the power you get from the sun during the day you can use at night. It's like cell phones, laptops or flat screen TVs - you're going to get more energy out of solar panels in the future - you're going to get more energy in smaller batteries. We're planning all these things, but we're hoping - as technology progresses - that, one as technology gets better and more efficient, the prioce gets cheaper because, in order to do this there is a price premium. The payback is really good - we're saving 100,000 dollars a year on electricity by doing this. But for the regular consumer, they really need the price to drop in order to make it happen them and for it to happen on the big scale for Maui and Hawai'i."

THE FOLKS WHO SELL PHOTOVOLTAIC SYSTEMS OFFER THIS ADVICE: REDUCE THEN PRODUCE. FOCUS ON ENERGY EFFICIENCY IN YOUR HOME, INCLUDING LIFESTYLE AND PRODUCT CHANGES THAT CAN GREATLY REDUCE THE AMOUNT OF POWER YOU WILL NEED. THAT WAY, IT WILL ALSO REDUCE THE SIZE OF THE PV SYSTEM YOU'D NEED.

J: SPEAKING OF THE BRIGHT SUN, YOU WON'T BE ABLE TO GET OUT OF IT AT VARIOUS TIMES AND LOCATIONS OVER THE NEXT FEW DAYS IN HAWAI'I.

(VO) THE PHENOMENON IS CALLED LAHAINA NOON. IT'S THAT POINT IN TIME WHEN THE SUN IS DIRECTLY OVERHEAD. THE RESULT? NO SHADOWS - THAT IS, NO SHADOW UNDER ANYTHING THAT IS PERFECTLY VERTICAL. THE CELESTIAL EVENT HAPPENS TWICE A YEAR. IT HAPPENS ONLY IN THE TROPICS AND - UNTIL 1990 - DIDN'T HAVE A NAME. A CONTEST HELD BY THE BISHOP MUSEUM CLAIMS TO HAVE CREATED THE NAME 19 YEARS AGO. THE SUN IS DIRECTLY OVERHEAD ONCE IN MAY AND AGAIN IN JULY ACROSS HAWAII...AND YOU CAN TELL BY THE FACT THAT YOU CAST LITTLE OR NO SHADOW - BUT - AGAIN - IT ONLY WORKS IF THINGS ARE TRULY VERTICAL.

(VO) THE EXTREMELY POPULAR AND SUCCESSFUL PERFORMING ARTS PROGRAM IS ONE OF ONLY TWO HAWAII NON-PROFITS TO RECEIVE DIRECT GRANTS FROM THE NATIONAL ENDOWMENT FOR THE ARTS THROUGH THE AMERICAN RECOVERY AND REINVESTMENT ACT. THESE GRANTS SUPPORT THE PRESERVATION OF JOBS THAT ARE THREATENED BY DECLINES IN PHILANTHROPIC AND OTHER SUPPORT DURING THE CURRENT ECONOMIC DOWNTURN. MAPA HAS BEEN A MAUI FIXTURE SINCE 1974, SERVING SOME 50,000 PERFORMERS AND ASPIRING PERFORMERS OF ALL AGES EVERY YEAR ACROSS HAWAII.

J: MAUI POLICE CALLED IT A "SOPHISTICATED INDOOR MARIJUANA GROWING OPERATION" IN MAKAWAO AND NOW IT'S OUT OF BUSINESS.

(FF-CG-VO) LAST WEEK POLICE EXECUTED A SEARCH WARRANT ON A RESIDENCE OFF PI'IHOLO ROAD IN MAKAWAO AND DISCOVERED MORE THAN 12-HUNDRED MARIJUANA PLANTS IN VARIOUS STAGES OF DEVELOPMENT. IN ADDITION, THEY ALSO FOUND NEARLY NINE POUNDS OF PROCESSED POT, 18 GRAMS OF HASHISH AND NEARLY TEN GRAMS OF PSILOCYBIN MUSHROOMS. THEY ALSO FOUND A LOADED SHOTGUN WITH SEVERAL ROUNDS OF AMMUNITION AND 458 DOLLARS IN CASH. THEY ARRESTED THIS MAN, 36 YEAR-OLD ERIC WELANDER AND CHARGED HIM FOR NINE SEPARATE OFFENSES.

(ON-CAM) HIS BAIL WAS SET AT 145 THOUSAND DOLLARS, WHICH HE WAS ABLE TO POST. INVESTIGATORS WON'T RELEASE ANY MORE DETAILS BECAUSE THE CASE IS STILL OPEN. WHAT THEY WON'T REVEAL IS IF THERE ARE OTHER ARRESTS EXPECTED, OR HOW AN UNEMPLOYED MAN HAS 145 THOUSAND DOLLARS AVAILABLE FOR BAIL. THEY DID SAY THE BUST PUTS A SIGNIFICANT DENT IN THE LOCAL SALES OF MULTI-POUND QUANTITIES OF MARIJUANA.

J: IN TWO SEPARATE INCIDENTS THIS MONTH, MEN HAVE BEEN ELECTROCUTED WHILE PICKING FRUIT IN HAWAI'I. A KANEOHE MAN WAS KILLED REACHING FOR AVOCADO. A WEEK BEFORE THAT, A LAHAINA MAN WAS ELECTROCUTED WHEN HIS METAL FRUIT PICKER CONTACTED A POWER LINE IN LAHAINA. RIGHT NOW MANGO, GUAVA AND AVOCADOS ARE GOING NUTS ACROSS MAUI AND IT'S EASIER THAN YOU THINK TO OVERLOOK A POTENTIALLY DEADLY SITUATION. THIS WEEK MAUI ELECTRIC JOINS THE OTHER HAWAIIAN ELECTRIC UTILITIES IN ISSUING THESE BASIC SAFETY TIPS:

(FF-CG-VO) -ALWAYS BE CAREFUL WHEN WORKING IN OR AROUND TREES. LIKEWISE, ALWAYS LOOK UP AND AROUND FOR POWER LINES BEFORE STARTING ANY HARVESTING OR TRIMMING. IF ANY PART OF THE TREE IS TOUCHING OVERHEAD POWER LINES, THE TREE CAN BECOME ENERGIZED AND DANGEROUS.

- NEVER TRIM TREES THAT POWER LINES GOING THROUGH THEM. LIKEWISE, NEVER TOUCH ANY TREE LIMB THAT MAY HAVE FALLEN INTO A POWER LINE.
- IF SOMEONE TOUCHES AN ENERGIZED WIRE OR LIMB, ASSUME THE POWER IS STILL ON. DO NOT ATTEMPT TO FREE THE PERSON. INSTEAD, GET HELP RIGHT AWAY. CALL 9-1-1.
- IF YOU SEE AN OBJECT CAUGHT IN A POWER LINE, ASSUME THE LINE IS STILL ENERGIZED AND DO NOT ATTEMPT TO FREE IT YOURSELF. CALL 9-1-1 IF ITS AN EMERGENCY, OR CALL THE POWER COMPANY TO ALERT THEM OF THE SITUATION. ON MAUI, THE MECO TROUBLE LINE NUMBER IS 871-7777.

THE AMERICAN LEAGUE WON THE ALL-STAR GAME FOR THE 13TH STRAIGHT YEAR BY A FINAL OF FOUR TO THREE.
