J: THE ON-AGAIN, OFF-AGAIN "CASH FOR CLUNKERS" PROGRAM IS ON AGAIN...AT LEAST FOR NOW...AND IT'S MEETING WITH VARYING DEGREES OF SUCCESS ON MAUI.

AND - FOR THE FIRST TIME IN 16 YEARS, PARKING RATES FOR LEAVING YOUR CAR AT THE AIRPORT ARE GOING UP.

(ON-CAM) THOSE ARE TWO OF OUR TOP STORIES THIS WEEK, AND WE'LL HAVE AN UPDATE ON THE DOWNWARD TREND IN THE COST OF GOING GREEN TO POWER YOUR HOME OR BUSINESS. NEWS, SPORTS AND COMING ATTRACTIONS ARE ALL AHEAD THIS WEEK ON MAUI TV NEWS.

(intro-FF)

J: ALOHA EVERYONE, AND THANK YOU FOR WATCHING MAUI TV NEWS. I'M JEFF KING. OF ALL OF THE FEDERAL STIMULUS PROGRAMS THAT MAY OR MAY NOT FIND THEIR WAY TOWARD HELPING FOLKS HERE IN HAWAI'I, THE "CASH FOR CLUNKERS" PROGRAM IS HERE.....MOSTLY.

(Turn to cam) ACROSS THE MAINLAND, MORE THAN 80 THOUSAND QUALIFIED CLUNKERS WERE TRADED IN ON NEW, MORE EFFICIENT MODELS LAST MONTH. HERE ON MAUI - YOU CAN COUNT THE NUMBER ALMOST ON ONE HAND.

(TAKE CARS PKG) IT WASN'T UNTIL LATE THURSDAY NIGHT THAT CONGRESS GAVE THE GO-AHEAD TO THE SO-CALLED "CASH FOR CLUNKERS PROGRAM. tHE AMOUNT INFUSED INTO THE ALREADY FAILY SUCCESSFUL PROGRAM IS ANOTHER TWO BILLION DOLLARS. THAT'S THE AMOUNT CONGRESS FEELS WILL KEEP IT GOING THROUGH SEPTEMBER.

BUT HOW IS IT WORKING ON MAUI. WE SPOKE WITH SEVERAL NEW CAR DEALERSHIPS AND FOUND THAT IT'S WORKING WELL. SO FAR, JIM FALK MOTORS HAS SOLD NINE NEW CARS AND VALLEY ISEL MOTORS 14 UNDER THE CASH FOR CLUNKERS PROGRAM.

AT MAUI TOYOTA, IT'S A SLIGHTLY DIFFERENT STORY. OWNER DEMIAN FARIAS TOLD MAUI TV NEWS THAT HIS CUSTOMERS HAVE SEEN THE RULES CHANGE FROM THE TIME THEY ORIGINALLY APPLIED TO JUST A FEW DAYS LATER. THE RESULT - SEVERAL OFFERS WERE DECLINED. HOWEVER, HE SAYS, THE PROGRAM HAS SIGNIFICANTLY INCREASED FOOT TRAFFIC -AND, HE SAID HE HAS 30 DEALS PENDING IF THE PROGRAM IS TO STAY AFLOAT - SO IT LOOKS LIKE A GOOD AUGUST FOR MAUI TOYOTA.

AT BMW OF MAUI, IT'S A DIFFERENT STORY. THEY'RE NOT ACCEPTING OFFERS UNDER THE PROGRAM. THEY SAY IT'S BEEN SO DICEY, THAT THEY WANT TO WAIT UNTIL CASH FOR CLUNKERS HAS MORE SOLID FOOTING BEFORE DEVOTING THE TIME AND ENERGY IT TAKES TO MAKE IT WORK.

AND BY ENERGY, WE MEAN THE 22 DOCUMENTS NECESSARY TO PROVE YOUR TRADE-IN IS ELIGIBLE.

HAWAII'S CONGRESSWOMAN MAZIE HIRON VOTED IN FAVOR OF EXTENDING THE PROGRAM LAST WEEK. AND TODAY SHE ISSUED THIS STATEMENT, SAYING “Auto dealers on Maui have told me the “Cash for Clunkers” program is making a significant and welcomed difference. One Valley Isle dealer says he’s gotten 25 gas guzzling clunkers off the road over the past two weeks by selling the same number of more fuel efficient models. Just before coming back to Hawaii this week, the House appropriated another $2 billion for “Cash for Clunkers.” In addition to individuals, dealers and auto manufacturers, businesses such as auto parts stores, tire companies, as well as car stereo outlets on Maui, will benefit from this highly successful and popular program.”

NATIONWIDE THE NUMBER OF TRADE-INS IS APPROACHING 200,000...WHICH DOESN'T SEEM LIKE A LOT. ONJ MAUI, IF THERE'S THE POTENTIAL FOR UP TO 75 NLOCALS QUALIFYING FOR A SHINY, EFFICIENT NEW CAR - THAT'S BIG NEWS.

(on-cam) TO SEE THE KINDS OF DEALS AVAILABLE LOCALLY, OF COURSE, VISIT YOUR FAVORITE AUTO DEALER. TO SEE IF YOUR QUALIFIES - AND WHAT YOU HAVE TO DO, GO TO MAUITVNEWS-DOT-COM AND FOLLOW THE LINK TO THIS WEEK'S STORIES.

(PARKING)(PiP-KAHULUI AIRPORT PARKING LOT)

J: IT HASN'T HAPPENED SINCE 1993 - A PARKING PRICE JUMP TO LEAVE YOUR VEHICLE BEHIND AT KAHULUI AIRPORT. BUT, DUE TO THE STATE'S AMBITIOUS AIRPORTS MODERNIZATION PLAN, FEES WILL BE GOING UP STARTING MONDAY, AUGUST 17TH.

(VO) UNTIL THEN, IT'S STILL SEVEN DOLLARS A DAY TO LEAVE YOUR CAR IN THE LOT. AFTER THE 17TH, THAT JUMPS TO NINE DOLLARS. THE MONEY WILL GO TOWARD THE EVENTUAL EXPANSION OF THE KAHULUI LOT THAT WILL ADD 18-HUNDREDS MORE PARKING SPACES. ON THE UPSIDE OF THE ANNOUNCEMENT, BEGINNING AUGUST 17TH, EVERY AIRPORT IN THE STATE WILL IMPLEMENT A FREE 15-MINUTE GRACE PERIOD FOR THOSE EFFICIENT ENOUGH TO GET IN, PICK UP GUESTS AND GET OUT.

(ON-CAM) IF YOU'RE PARKING IN HONOLULU, THE PRICE WILL GO UP EVEN MORE - FROM 10 TO 13 DOLLARS A DAY. THE MODERNIZATION PLAN WILL ADD MAJOR IMPROVEMENTS TO SOME AIRPORTS - PLUS A TOTAL OF 57-HUNDRED MORE PARKING SPACES AT STATE AIRPORTS.

AND MAYBE ITS COINCIDENCE, OR SAVVY BUSINESS SENSE, BUT ONE LOCAL ENTREPRENEUR'S TIMING COULDN'T HAVE BEEN BETTER.

(FF-CG-VO) CECIL MORTON, OWNER OF THE POPULAR SPEEDI SHUTTLE SERVICE, HAS JUST OPENED "SPEEDI PARKING," IN A COVERED LOT ON HANA HIGHWAY JUST MINUTES FROM THE AIRPORT. FOR THE SAME PRICE AS THE NEW AIRPORT PARKING PRICES, YOU GET COVERED PARKING FOR SEVEN DOLLARS - OR INDOOR PARKING FOR 9 DOLLARS A DAY. EACH OPTION INCLUDES VALET SERVICE AND FREE SPEEDI SHUTTLE RIDES TO AND FROM THE AIRPORT.

(ON-CAM) THE BUSINESS IS BRAND NEW AND GROWING, SO RIGHT NOW THEY OPERATE BY RESERVATIONS ONLY. TO FIND OUT MORE ABOUT SPEEDI PARKING, GO TO MAUITVNEWS-DOT-COM AND FOLLOW THE LINK TO THIS WEEK'S STORIES.

(Green Tour)(PiP-KAHEAWA)

J: ALTERNATIVE ENERGY. GOING GREEN. FOR YEARS, WELL-INTENTIONED MAUI CITIZENS HAVE ADDED RENEWABLE ENERGY SOURCES TO THEIR HOMES AND BUSINESSES. ONE SYSTEM WE LEARNED ABOUT IN 2001 WAS NOT ONLY EXPENSIVE TO INSTALL - BUT RAN THROUGH MILES OF RED TAPE WHILE MAUI ELECTRIC LEARNED THE ROPES OF WHAT IS NOW COMMONLY REFERRED TO AS "NET METERING." ON TOP OF THAT, THE SYSTEM WAS GOING TO TAKE SOME 30 YEARS TO PAY FOR ITSELF.

WELL, TO PUT IT MILDLY, TIMES HAVE CHANGED. NOT ONLY ARE SYSTEMS MORE READILY AVAILABLE, AND THE TYPES OF RENEWABLE ENERGY SOURCES MORE VARIED - BUT THERE ARE STATE CREDITS AND FEDERAL CREDITS THAT CAN CUT THE COST OF A SYSTEM IN HALF - OR EVEN BETTER.

(TAKE GREEN BLDG VO-SOT) ABOUT TWO DOZEN LOCALS TOOK TIME LAST SATURDAY TO GET AN UP-CLOSE LOOK AT WHAT THE BUZZ OF RENEWABLE ENERGY IS ALL ABOUT.

Kainoa Casco, Green Development Coordinator, Dowling Co.

KN01: "We have some people from some non-profits, we have quite a few architects. We have some real estate agents and eco-brokers - just a real wide variety of people."

THE HAWAII CHAPTER OF THE U.S. GREEN BUILDING COUNCIL HELD IT'S FIRST-EVER TOUR OF ALTERNATIVE ENERGY PROJECTS. THE IDEA OF EXHIBITING THE MASSIVE KAHEAWA WIND FARM TURBINES, AND THE SMALL WIND SYSTEM AT THE MAUI OCEAN CENTER - PLUS THE PHOTOVOLTAIC SYSTEM AT THE MAKENA RESORT WASTEWATER TREATMENT PLAN IS TO DEMONSTRATES THAT THE POSSIBILITIES ARE WIDE AND VARIED.

KN02: " We like to give people a different perspective about the possibilities. You're not going to have a wind turbine like the wind farm in your backyard. You can have the smaller options like the Maui Ocean Center has or other in-between sizes like the Maui Ocean center has and the wind farm has for your house or your business."

PHOTOVOLTAIC - OR PV -SYSTEMS ARE MORE AND MORE COMMON ON ROOFTOPS AROUND MAUI COUNTY. LESS COMMON ARE HOME ENERGY PROJECTS POWERED BY THE WIND..

Cliff Ryden, Owner, Blue Pacific Energy

CR01: "We have to install in places that have a good wind resource, so we need to find a place that has at least 10 to 12 mile an hour average wind speed a year. Beyond that we have to have the soning, so we're limited to areas where we can oput up towers that are tall enough to actually generate the amount of electricity we want to generate."

SO, WE'RE TALKING HUELO, WAIPIO, HAIKU, CENTRAL MAUI AND MA'ALAEA.

AS IF THERE WEREN'T ENOUGH LIMITATIONS, THOUGH, THEY AREAS WHERE A SMALL WINDMILL COULD GO UP HAS TO BE ZONED AGRICULTURAL - SO YOU LIKELY WON'T SEE ONE POPPING UP IN YOUR NEIGHBOR'S BACK YARD. AND - EVEN THOUGH IT'S A NEAT IDEA FOR THE COUNTY ON A LARGE SCALE - ANSD THE MAUI OCEAN CENTER ON A SMALLEWR SCALE...THERE'S NOT EVEN A FORM AT THE COUNTY PLANNING OFFICE TO FILL OUT TO APPLY TO INSTALL A SYSTEM.

CR02: "Currently wind turbines aren't written into the zoning codes at all so every time you go to the planning department they kinds of interpret what's written there which is for different things. So every time it's a little bit of a give and take when we try to decide twhat is going to be able to go up or not."

SOLAR ENERGY IS THE SO-CALLED "GRANDDADDY OF ALTERTNATIVE ENERGY IN THE 21ST CENTURY, AND THE WHEELS OF GOVERNMENT HAVE MOVED MORE QUICKLY TO MAKE IT ATTRACTIVE TO CONSUMERS.

Michael Lawton, Sales, Rising Sun Solar

ML01: "It's really starting to happen, yeah. We have an uncapped federeal credit for 30 percent which is definitely beneficial. But the state just recently instituted a rebate so now you have two options. You can either take $5,000 state tax credit - it's capped at $5,000 or the second option of actually taking a rebate of $5,000 - really 24.4 percent, but it caps out aT $5,000. what they'll do is figure what you for that year in state income tax liability, take that out than give you the difference of up to $5,000. So you can actually get cash back now."

THE OTHER FACTOR IS THAT MAUI ELECTRIC WILL ONLY ALLOW A MAXIMUM OF THREE PERCENT OF THE ENERGY PRODUCED BY CONSUMERS. THAT'S A GLASS CEILING ALTERNATIVE ENERGY PROPONENTS ARE HOPING TO BREAK THROUGH SOON.

BACK TO WIND POWER. ASIDE FROM FAST SPINNING BLADES, THE OTHER ISSUE IS HEIGHT. RYDEN TELLS US THE HIGHER THE BETTER, AND A 34-FOOT TOWER IS THE SHORTEST THEY USE. BUT - FOR SOME, THE HASSLE IS WORTH IT - AND WHEN YOU ANALYZE THE GOVERNMENT CREDITS IT GETS EVEN MORE ATTRACTIVE.

CR03: "That is 30 percent federal - that's the federal side, so that's 30 percent of the installed cost which is pretty generous. For the state side, it's 20 percent of the installed cost - with a cap of $15 hundred dollars."///

THE REALLY NEAT PART IS - AFTER ALL THE PERMITS, ACCOUNTING, TAX CREDITS, AMORITAZATION, ETC., IN ABOUT SEVEN YEARS - FOR THE SAME MONTH;Y PAYMENTS YOU'RE PROBABLY MAKING NOW ON YOUR ELECTRIC BILL, IT ALL GOES AWAY AND IT'S BASICALLY FREE.

CR04: "It's free. Well, the wind's free, right? The big part of this is that the fuel - the wind - is free. So, once you've got it up and running, you're running - and you've got electricity every month."

ML02: "We're looking at an average 5-7 year payback - generating your own electricity. Say you have a $200 electric bill every month. In about five years - once your system's paid for itself, and we do expect energy costs to keep rising - so you're banking about $300 to $400 a month from electricity you're generating from your roof - from your solar system."

(on-cam tag) ON TOP OF STATE AND FEDERAL TAX CREDITS, FOR SOME FORMS OF RENEWABLE ENERGY, YOU CAN EVEN DEPRECIATE THE COST OF THE SYSTEM ON YOUR ANNUAL INCOME TAX RETURN, MAKING THE PAYOFF HAPPEN EVEN QUICKER. FOR MORE INFORMATION ABOUT THE HAWAII CLEAN ENERGY INITIATIVE OR THE HAWAI'I CHAPTER OF THE U.S. GREEN BUILDING COUNCIL, FOLLOW THE LINK TO THIS WEEK'S STORIES AT MAUITVNEWS-DOT-COM.

(TOSS TO B BLOCK)

J: UP NEXT ON MAUI TV NEWS, THE KAHULUI BOAT RAMP IMPROVEMENTS - PROMISED FOR YEARS - ARE FINALLY UNDER WAY. WE'VE GOT A RUNDOWN ON WHAT IT WILL BE LIKE WHEN IT'S FINISHED. AND WE'LL TAKE YOU TO WHERE SOME HARD-WORKING MEN TOOK THE NIGHT OFF WHILE THE CROWD OGGLED AND ADMIRED... THE HARD WORKING MEN. "MISTER HAMMER" AND MORE WHEN MAUI TV NEWS CONTINUES.

B BLOCK

(KAHULUI BOAT RAMP REPAIRS)(PiP-BOAT RAMP)

J: THE SECOND PHASE OF IMPROVEMENTS TO THE KAHULUI BOAT RAMP IS FINALLY UNDER WAY. ORIGINALLY APPROVED MORE THAN THREE YEARS AGO - THE WHOLE PLAN WAS PUT ON THE SHELF WHILE THE HAWAII HARBORS MASTER PLAN WAS REVISED TO POSSIBLY INCLUDE REVISIONS TO BERTH MORE CRUISE SHIPS AND THE SUPERFERRY. NOW THAT THAT'S NOT GOING TO HAPPEN, IT'S BACK TO PLAN "A."

(VO) WORK BEGAN MONDAY TO BUILD A 55-FOOT LONG ENGINEERED ALUMINUM LOADING DOCK ADJACENT TO THE EXISTING CONCRETE ONE. WHEN IT'S ALL FINISHED, THE BUMPY ASPHALT WILL BE REPLACED WITH A LARGE CONCRETE TURNAROUND AREA. EVENTUALLY THE AREA WILL ALSO HAVE WASH-DOWN FACILITIES.

(ON-CAM) THE PROJECT IS EXPECTED TO BE FINISHED JUST AFTER THE FIRST OF THE YEAR.

(MISTER HAMMER)(PiP-MAX TSAI)

J: THESE WEREN'T THE CHIPPENDALE DANCERS, AND THEY WEREN'T MODELS. THEY WERE HARD-WORKING MAUI MEN VYING FOR THE TITLE OF "MISTER HAMMER 2009." HAMMER MAGAZINE IS A LOCAL PUBLICATION DEVOTED TO THE CONSTRUCTION INDUSTRY ON MAUI. SATURDAY MANY HAMMER-ERS AND HAMMERETTES CAME TOGETHER FOR A VERY, VERY GOOD TIME - AND FOR A VERY, VERY GOOD CAUSE.

(TAKE HAMMER PKG)THE ROOM WAS PACKED...THERE WERE SMILES ON EVERY FACE, AND -I THINK EVEN IF YOU TRIED, THERE WAS NO WAY YOU COLULDN'T HAVE A GOOD TIME. IT WAS THE FIRST EVER HAMMER TIME PARTY...AND THE CROWNING OF MISTER HAMMER FOR 2009. HAMMER MAGAZINE FOUNDER AND PUBLISHER OPHELIA HODGSON CAME UP WITH THE IDEA A COUPLE OF YEARS AGO, BUT WAS GOING TO WAIT UNTIL NEXT YEAR - THE MAGAZINE'S FIFTH ANNIVERSARY. BUT WHEN TOURISM AND THE CONSTRUCTION INDUSTRY TOOK SUCH A HIT, SHE THOUGHT FOLKS NEEDED A LIFT.

Ophelia Hodgson, Publisher, Hammer Magazine

OH02: "But the economy this year, y'know, everybody was somehow kinda' gloomy - whatever - so I said, hey, forget this, let's have a party. So I thought, let's do a "Mr. Hammer" and from there it just kind of evolved to this."

MASTER OF CEREMONIES WAS THE VEY FUNNY AND EXTREMELY POPULAR AUGIE T FROM HONOLULU'S Q-103 - WHAO SAID HE WOULDN'T HAVE MISSED THIS FOR THE WORLD.

AUGIET: "Well, I was asked by Ophelia to come this. I'm a fan of her magazine. I come to Maui a lot because of my radio show. She said, 'Augie, can you host this?' I love persistent women (wink) And besides, she's Filipiono. Oh my god!"

A CROWD OF AROUND 400 ENJOYED THE EVENING'S 10 CONTESTANYS IN CASUAL ATTIRE...THEN IN BEACH WEAR...WITH VARYING DEGREES OF MODESTY...AND, FINALLY, IN FORMAL WEAR...A ALO JAMES BOND...COMPLETE WITH STUNNING BOND GIRLS. ALL THE FUN WAS A BENEFIT FOR HABITAT FOR HUMANITY...AND A PERFECT FIT FOR HAMMERS AND HABITATS.

Sherri Dodson, Exec Dir., Habitat for Humanity

SD01: Ophelia called. She wanted to do a fundraiser for Hammer Time Magazine and we raise hammers. That's what we do - so it was a perfect match."

TO ADD TO THE FUN...OPHELIA EVEN BROUGHT IN THE KING...AND ELVIS WOWED THE CROWD UP CLOSE AND PERSONAL.

OH01: "Oh Boy, I am pleased. This is awesome. We didn't expect this crowd."

AFTER THE OBLIGATORY QUESTION AND ANSWER SEGMENT, THIRD PLACE AND SECOND PLACE FINISHERS RECEIVED 200 AND 300 DOLLARS RESPOECTIVLY. AND THE 500 DOLLAR GRAND PRIZE WENT TO...CONTESTANT NUMBER 9, MAX TSAI.

TRULY HUMBLE AS HE GREETED HIS KINGDOM, THE NEW MUISTER HAMMER WAS ADORNED WITH HAKU...A ROBE FIT FOR A KING...PLAQUE AND LEI...AND LOTS OF PHOTO OPS.
MISTER HAMMER 2009WOWED THE CROWD WITH HIS BODY, HIS ANTICS, HIS PERSONALITY...BUT, BENEATH THE SAASH AND HAKU, HE CAME TO PLAY SATURDAY NIGHT BECAUSE HE LOVES WHERE HE LIVES.

MT01: "For me it's how I take life - every day - because I think life is very special for all of us. And we live here on Maui, it's a very special place - just living every moment and living life to the fullest with the Aloha spirit. You know, it's in every thing we do - everything you say. And when you're coming from that angle, I think it really helps out. So to win this title is such a great honor."

AFTER THE POMP AND CIRCUMSTANCE, IT WAS TIME TO DANCE THE NIGHT AWAY FOR THE FANS OF HAMMER MAGAZINE...AND EVERYONE OUT FOR A NIGHT THAT TURNED OUT TO BE AS MUCH FUN AS THIS ONE WAS.

(ON-CAM) THIS WAS THE FIRST ANNUAL HAMMER TIME EVENT. IF THEY DO IT AGAIN NEXT YEAR, YOU SHOULD MARK YOUR CALENDAR TO BE THERE.

(WEDDING DAY-TNT)(PiP-WEDDING DAY)
